Alright. I like numbers. I also like Naruto, so I'm using the manga's ranks as a reference.
This system is mostly just for me so I can judge who's 'stronger' than someone else on a forum I work on [theninja-rpg.com]. If two fighters are on the same level [example GN3 vs GN3], then the fight is a draw. If two fighters are on different levels [example: AS1 vs AS2, or GN2 vs JN9], then the higher level will most definitely win.
It doesn't however, make it so that the lower level person should simply 'die' or give up. It means that strategy will have to be used. However, if outbeat by 3+ points, the lower leveled person has to be either a genius or is about to get pounded into a million pieces.
Also note how the ranks overlap each other. You can have a Jounin leveled Chuunin, if you catch my drift.
