These are what fits under artist decisions and not the shop:
Can choose their own commission prices
Take commissions with or without required rp (see rp shop)
Can offer one stage customs
Can offer Toddler-Adult package or Toddler-Elder package
Can take or not take the next stage of a one-stage from a different artist.
General:
-Freebies from event contests are all stages starting from the stage that they were won at to the max that that artist goes to for their normal package commissions.
