His followers came from the streets mostly; they had heard he treated his employees better than most (which he genuinely did) and so sought his protection. However this protection came at a cost, namely that everyone under his employ is one of his spies. Further, there are very specific standards that people must live up to: failure is not an option. As his little operation grew bigger, he found it necessary to keep a bit of muscle around. At first the people he hired as security were a little shady, but they were paid well enough to keep their mouth shut and they were only there to watch establishments et al. It wasn't until about eight years ago (six years after he obtained his freedom) that the gang truly began. He needed his people to be loyal, and what better way than by promoting from within the ranks. By making his organization a sort of meritocracy, he hopes to keep everyone so focused on gaining his favor that none will attempt to overthrow him. It's risky, but for some reason he has faith in his people.
