Tall, dark skinned, and beautiful in her own right, she is a stark contrast to the towering, burly, muscular male figures in her family (namely her father, the former Raikage) and instead takes after her mother as far as physique is concerned. In spite of this, Oto often unabashedly describes herself as “thick where it matters”.
The epitome of looks being deceiving, the Raikage boasts the same legendary strength and durability shared through the generations of her family despite her otherwise small physique. This is likely attributed to her unique physiology, where though actually quite muscular, Oto’s muscle fibres are naturally densely compacted to maintain her slender hourglass figure. She is known to be able to lift over 8x her own body weight with relative ease. The Raikage greatly prides herself in her own outwardly appearance, and is never ashamed or afraid of showing off with dresses and otherwise somewhat revealing outfits where appropriate, believing that there’s no sense in her hard work be wasted.

XXXXXFeisty to say the least, Raikage O is truly her father’s daughter when it comes to her outward personality. Not only did she inherit her father’s legendary strength and durability, Oto also seemed to inherit his temperament. Like her father, Oto wears her heart on her sleeve. Quick witted and easy to annoy, Oto has no qualms with speaking her mind and expressing her true feelings. With a strategic mind and gears that are constantly turning, the moment Oto falls silent is when she’s at her most deadliest, as this often is when she’s scheming and planning. With immense pride and a strong sense of honour, Oto dedicated herself and her work solely to the betterment of her village and its people. She is more than willing to throw her life down on the line if it means protecting that which she cares most about.
Though like her father Oto is often unabashedly open to the point of almost being vulgar at times, her mother did also have a strong influence on Oto's upbringing as well, instilling in the girl a taste for the finer things in life that her father had never come to understand. The Raikage is not above spoiling herself with her own funds, be it through buying lavish clothing or expensive accessories. The rare chance she gets a day off, is a day that she will literally drop off the face of the planet and find herself waist-deep in some expensive spa being pampered. Her fiery personality is easily tempered with fine wines, exotic foods, and luxury goods. XXXXXAt birth, Oto had never been destined for leadership. Born the youngest of the family, and succeeded by her twin brother/sister, Oto's eldest brother was next in line for the succession of leadership. Like her elder sister, Oto was raised in the warring states era, a time of turmoil and chaos all across the land. She was destined to be a political tool, at best. Despite that, the Raikage believed it was of great importance that all of his children learned how to fend for themselves. Basic life skills aside, each of his children were trained like every other shinobi and kunoichi of Kumogakure. Oto proved to be a natural when it came to her training, rising through the ranks even quicker than what her brother was able to accomplish during his time in training. Her natural talent for ninjutsu even garnered her the title Black Lightning Heiress, as the village all knew she would be the successor of the technique instead of her brother. But in times of war the value of human life was small, and even the Raikage's own children had their limits as he would come to find soon enough. Following the death of the twins, Oto was forced to step up to the plate and become the next Raikage. When the time came for Oto to step up and take charge of the village, the Raikage ushered in a new era of prosperity for Kumogakure. With the love and respect of her villagers, Oto was given the title Thunderbreaker Empress. Regarded as a powerful leader in her own right, Raikage O has since surpassed the reputation of her father.
