Yonko
Mad Cat Dekura - Location: New World - Leader of the Mad Cat pirates, Dekura D. Ishaballa is a tyrant by all means of the word. He cares little for anything outside his own goals and revels in his mass amount of wealth and prestige. Further, he enjoys chaos and feels the current age of Piracy isn't strong enough to shake things up as he pleases. The incident he is notorious for is the complete eradication of Saint Reia, an island that ceased to exist, by word of the government, because of an earthquake. He holds numerous territories in the Grand Line and is hostile towards all who enter his land without permit. He is at odds with several factions, the biggest being his fellow Yonko Blackheart.

Blackheart - Location: New World - Leader of the Blackheart Pirates, Baelstrome K. Blackheart is an honest man who wants freedom for all. He lives for his freedom and will fight tooth and nail to keep it, no matter the cost. As such he's seen more as a hero, protecting his territory so that it may thrive rather than ruling with an iron fist. This isn't to say he isn't a pirate - he understands his position as a Yonko and won't hesitate to snuff out any opposition that dare make attempts at his existence. The incident he is most known for is the War with his own son within Paradise Island Alabasta, where the two did battle for the rights of the territory. Having defeated a Gorosei, he became known worldwide and used that fame to acquire more power towards his mantle. He holds a more lax personality and is on speaking terms with most who come to him aside from the leader of the Mad Cat Pirates, Dekura.

Illuah The Shameless - Location :New World - Leader of the Blood Sails Pirates, Illuah is a Underworld Broker and War Monger. Her deals have lead to the tide of entire nations shifting on its axis and her political influence is so far spread throughout the world, that some say it is impossible to hide from her sight. Though true, she is somewhat enigmatic and even considered, "Loving". Having taken in several children through adoption and many more of her own, her natural disposition towards youth is more forth putting than any other Emperor. This doesn't cease her motions or her highly illegal actions, being the main proprietor of weapons of all sorts and it is rumored she's even collected a weapon from the Lost Century. Because of this threat, that alone gave her the right to rule as an Emperor and keeps most, if not all, away from anything she decides on. Being a businesswoman first, Illuah holds no qualms with any nation and openly allows communication with all, however, she seems to regularly commune with another Emperor, Dark Cross Reza.

Dark Cross Reza - Location: New World - Leader of Sleeping Forest, Reza the Dark Cross is known widely for her cruelty. It is said in the past she was one of the most pure, kindhearted people on the seas. However, after several incidents, her heart went black and the true nature of her bloodline surfaced. She does not tolerate opposition to her threshold in the world, and is cruel enough to crush even newcomer pirates should they arrogantly challenge her banner. Her aim doesn’t seem to be riches of fame. But rather, territory. A mass of various lands where her men train and amass a military force of terrifying proportions. Why she needs this, so far, is unknown. But given her ruthlessness until now, one can only imagine bad things coming from it. Ironically, she doesn’t seem to be in competition or interested in the other Emperors. But regular contact is made between she and another Emperor; Illuah The Shameless.


Gorosei
Oshino K. Blackheart - Location: Holy Land - Part of the council of kings, son of the Yonko Blackheart, Oshino is a eccentric man who seemed to care little for anything outside of napping. His position as Gorosei has been questioned on numerous occasions, having gone so far as to outright flaunt his duties and slack, leaving most work to his opposite, Iyame. However, while his image is sullied on several accounts, he is the lead on silencing any war efforts throughout the world and is accredited to be one of the strongest combatants currently in existence. That alone continues to keep his crown held firm and his knowledge of the world's secrets makes his position steeled. Whatever the case may be for his erratic disposition, if needed he'll spur into action without thought and take care of any whom the World Government have deemed no longer fit to live, even if they are a hero to the people.

Shichibukai
Shio K. Blackheart - Location: ??? - Known as a warlord of the sea and a dog of the world government, she is the daughter of Yonko Blackheart and brother of the Gorosei, Oshino. Her aptitude for death and destruction during her time as a pirate was so high, that her bounty surpassed even her own father's at a point - Shio has always been known as a loose cannon aimed in no particular direction. She does as she pleases and if she sees little use for something, she wipes it from existence, case in point the almost complete destruction of Skypiea though halted by God of that time, Dyne. Because her moral compass shifts so frequently, the World Government saw her as useful and through the ties made with her brother, she tossed her bounty to the side. As per request, she fights on the side of "Justice" when called on, but normally she's a wandering nomad going wherever she pleases.

Professor Twintelle - Location: Punk Hazard (presumably) - A figure mostly unknown to the world, Prof. Twintelle holds a high position of power within the underworld. Hailing from parts unknown she is a Minkman of Toramata descent. It's rumored that she once had a crew of high bounty pirates, which rose even further thanks to her experiments. However, in order to further her own goals her experiments brainwashed these pirates into her servants which she presented to the World Government, along with what was rumored to be thirty other of her personal creations in order to obtain her position as a Shichibukai; thus her research was funded by the Government. From drugs to advanced technological devices to experimentation and mutation on her subjects, the professor is as well-renown for her genius as she is a myth. Rumors have it that a number of these living experiments have escaped from her lab and have scattered themselves across the Blues. Other rumors say that she's a mad woman and released them from their cages herself to further her own research.

Admiral
Chikami Sarazawa [Fleet Admiral] - Location: Marine HQ - It is said that only a man who's seen war can truly appreciate peace and this man has seen many. Originally a wandering blade from Wano Country, Chikami holds his position as Fleet Admiral high on the scale, but is rather lazy when it comes to actually working, a trait shared by his close friend, Oshino. He's seen as carefree, laid back even, and enjoys most days drinking sake while nipping at his bonsai tree. Though a avid lover of peace, he is fiercely loyal to the cause of the Navy, willing to put his life on the line to save the poorest of souls and believes that there's always another option aside from combat, even when the situation seems hopeless.

Ayon Kite - Location: Latter half of the Grand Line - A firm believer in absolute justice, Ayon sees the world as only black and white. All pirates, no matter their claim, are evil and deserve to be snuffed from existence. There need not be a trial, for they're automatically guilty for simply holding the title of pirate and thus, deserve death. He's even gone so far as to attempt to change wanted posters to only say WANTED: DEAD and if found by him, only the strongest of pirates survive the encounter. Because of his views, he sees Fleet Admiral Sarazawa as a weak and foolish man and is vying for the position after he's stepped down.

Itsunoya Itsuki - Location: Entrance of Paradise - A combatant at heart, Itsunoya isn't what one might call. . your typical marine. Honestly his actions as a admiral are entirely questionable and sometimes even labeled bizarre, having nearly killed pirates just to let them wander away after defeating them. Raised in the colosseum of Dressrosa, he only cares for a good fight and believes in mighty justice, advocating that if one is strong they deserve to live in his world. Because of this most of his regime is made of ex-pirates he's converted to the side of the marines and are a rowdy bunch whom cause ruckus wherever they go, but they are steeled and strong and as they might say, even passionate about the justice they follow. If shown a good enough fight, he'll leave pirates be only to come back later, when they're stronger as to fight them again and enjoy the thrill of near death battle.

Alma Pesh - Location: New World - Accounted as the world's foremost lead on technological advances and medical expertise, Alma is a woman who only seeks knowledge in all forms. Usually found in her lab somewhere or studying out in the new world, she rarely seeks out pirates and only wishes to see the beauty in this world for what it is. Singlehandedly she's cured various diseases, solved crimes thought impossible in solution, and advanced the world's information on such a scale that it would be an insult to even call her a genius, she's well beyond it. Couple that with her combative ability and she's seen as the strongest admiral of them all, even stronger than the current fleet admiral. However true, she sees no reason to go higher than her position and is at peace merely fixing the world's problems one at a time, as fast as she can. Her belief is justice is a skewed term and that the one true evil in this world is a person's desire to ignore who or what they truly are, though this doesn't pay you and here she is, in the marines accordingly.

Saint Dearie - Location: Mariejois - Born into a life of luxury, Dearie had everything, but most importantly she had the adoration of everyone around her! Until her younger brother was born. As he grew older and more talented he began to outshine her, stealing away the worship she was so used to receiving. Her solution came in the form of the most disgusting fruit she had ever tasted, the problem solved when Dearie realized she could kill her brother and make everyone else simply... forget. Back as the star of her own show, she travels wherever she wants, enjoying her time exploring the world while trying to find entertainment where she can and creating it herself if it doesn't meet her standards. Occasionally, she acts as somewhat of a... "public relations" manager for the World Government, making people forget or remember well... anything she chooses~!
