  A lithe body moved through the courtyard, a sheer contrast of black and white to the blue and white that surrounded the young lass. Boots clicked lightly on the pavement while the figure moved through the yard, "Atten-tion!" she called as she approached a squad who was practicing with their admiral. Her voice was low and soft a lulling sound that didn't match her striking appearance. She'd left her hat in her office seeing as she would just be taking a quick stroll to stretch her legs, so atop her white hair were black horns that curled back like that of a goat's, with a slight curl at the beginning and flaring out behind her head. A glossy black tail with a sharp tip moved behind her like a snake's, the men immediately stood to attention, the admiral making an about face and saluting her as she approached. Her gloved hands behind her back she'd stop before all of them and let her blue eyes scan over the lot, "We should probably keep all of you in shape no?" she questioned lightly her voice demanding respect like no others, "Sir yes sir!" the admiral chimed to her while he kept his eyes forward. The white haired and pale skinned lass looked at the men behind the admiral, "Well do you not agree with your commanding officer?" she questioned the squadron. The men quivered and sweat lightly before a mashed up call that echoed their admiral's sounded, she sighed before she would stand at attention letting her legs come together from their relaxed position, "Squad, attention!" she roared, the men stood straight and looked directly at her, the admiral had not moved at all, "Admiral, about face." she stated. The man obeyed as she would move up beside him, "Front leader rest position!" she called. All the men practically face planted into the courtyard ground before getting into a push up position, "Admiral, I expect you to keep watch for slackers." she'd state before she'd drop down into a push up position, "On my count! One!" she began to do push-ups with the platoon. When they hit about seventy she'd get back up, not a single drop of sweat on her face, "Standing position!" she called loudly.
The men got to their feet unsteadily looking absolutely exhausted, "At ease." she called looking as straight faced as ever. The admiral was sweating slightly, "They did well. I suggest you put them into some more physical training as well. For now they should get a good break. Squad!" she called, "You are dismissed for an hour to relax at your leisure. I expect you back here with your admiral in sixty minutes on the dot. Those who are late will have to run ten miles without stopping! Are we clear?!" she roared, "Sir yes sir!" they screamed at her. Lily continued her stroll as the men practically fell to the ground in order to relax, "Hm." she hummed her tail swishing with each step. Her skin tight suit didn't show any signs of the earlier strain, in fact Lily felt exceptionally refreshed after that bout.

The brutish man would say, accompanied by some of his own men. Daud Turnbull had been the acting base commander until... much to his own surprise the newly appointed Fleet Admiral would arrive on base. "I was expecting my father to show up, I didn't expect the higher ups... to send someone so high up." The captain would question, giving her a rather lax salute. Daud had privileges other Marine Captains did not, after all he'd known most of these people since he was in diapers, and on rare occasions some of them even changed his diapers in the past.
"We have no time for formalities, Marineford needs to get back to her former glory as soon as possible.." The young captain would announce, It was no secret to the world that Marineford had suffered a cataclysmic defeat after the Betrayal of Commodore Cezar last year. Since then communications between outposts and motherbase have been severed leading many marines to either abandon their posts, or become overrun with criminals.
Many Marines status are currently unknown, and crime has been recorded at an all time high. In order to save face, The World Nobles must have appointed a new Fleet Admiral, one whom they had to have some element of faith in... or perhaps they needed a scapegoat in order to pass the blame off too. "I will aid you in any manner I can, but from now on, the base is yours to command." The pound-pound man would say, his tone very stern and it gave off a rather ominous feeling.
Secretly, none of the Marines were ready for such a quick change in command. And perhaps they never would be. "Within our Beli reserves I've managed to find 1 million beli. So, what now commander?" Daud would ask, intentionally waiting for her command. There was several paths She could take in order to reunite the faction, If she ask Daud would instruct her on the obstacles and difficulty of each.

  Ice blue eyes turned at the mention of her name, face remained completely straight as she would stare at Captain Daud and his squad, curiosity as to his approach clotted her mind briefly up until he continued his conversation mentioning that he was expecting his father. Lily's tail twisted with her in an almost lashing move, the sharp tip cut through the air and made a very audible whistling sound like that of a blade as he mentioned cutting formalities, "They put it upon my shoulder's to get this place back into shape. I assume you knew of my arrival last night yes?" she questioned as she walked with clear purpose towards the copse of trees upon the island, "I was surprised to not find you there to greet me Captain, if you would have delivered prevalent information sooner I could have planned things much quicker." she'd state with ease before she'd beckon for a chore boy she had waiting near the water's edge approach her, "That aside, continue on." she stated as she would be handed the fishing kit she bought earlier. Easily baiting the line as she would listen to the Captain's speech on what he managed to find and apparently offering her his assistance. She nodded slowly before she let the line fly and hold the rod tightly, "Our budget is fairly minuscule but it will have to do." she murmured as she watched the bobber. Lily remained quiet for a long moment, "First and foremost I need to make contact with the outposts in each of the blues. I shall deploy one of the men I brought with me out towards Branch's 28 and 80 and have him bring them some transponder snails." she'd state not turning to look at the Captain, "From the reports I read regarding some of our recruits I know one is out to the East, Mr. Penndragon as I recall. I will deliver him and a young recruit in the south a transponder snail and orders." she'd state as she would suddenly snap her arm up dragging a flailing body into the air, "We also have to pay the man I am sending out since it is outside his duties to do trivial things like this, but with our lack of man power I can do little about such things." she'd mutter before turning and tossing the fishing pole and the fish to the chore boy, "From now on young man you will be accompanying me ti'll I release you to normal duties. Go sell that and add the money you earn to the coffers. Then report to my office." she'd state looking to the Captain once again, "I expect you to continue to do as before unless you wish to head out as well and make this job quicker." she stated staring at the man.

Daud would remain completely silent as Admiral Lucasta delivered her orders, each man acknowledging her tenacity immediately. As she spoke Marines scattered from the Main Courtyard rushing to complete her requests. "Sir, I can account for all the beli it would cost in order to supply our troops." The strong man would say, looking onward with the Admiral toward the rest of the recruits. "We need rifles, we need swords, and we need bullets." The captain said as he calculating the total number of men with each outpost, costs were probably going to exceed 10 million beli. Perhaps even more. "I would suggest that we reconnect with our Blue Sea outposts, from there we can begin taxation of the blue sea kingdoms. That outta put some money back into our pockets." The Pound man would say folding his massive arms, looming over the Dragon of Justice herself, the newly appointed Fleet Admiral.

  Lily would move with purpose as she would be followed along by the men, she'd easily catch musings of what they needed, "Let's not worry too much about giving every marine a weapon, you never know who will turn rogue." she'd state, "We should have them learn some basic attacks and defense before we start handing out weapons and ammunition to the inexperienced, but anyone above the rank Seaman Apprentice can be allowed a sword or a rifle of their choosing. Chore boys who wish to prove themselves will spend their own money they earn to buy a weapon if they really want to show they are trustworthy." she'd state eyeing the men before her, she'd look to the man who suggested taxing the kingdoms, "I believe it to be a wise idea, after we display that we are capable of protecting the towns once again. I rather not start revolts from citizens who don't believe in us after the last fiasco." she'd state turning around again and beckoning him forward, "I'll put you in charge of training some recruits you trust to train the lower ranks in self defense and basic attacking. If those who show promise in Haki appear please inform me so that we can provide more adequate training." she'd mutter looking to head to her office, "For now I need to send that chore boy to go buy those transponder snails as well as two smaller ones for the recruits that are out and about right now." she continued on before she'd suddenly stop, "We'll have half the choreboys at each post fish and earn money for their place as well. Switch them off duties daily so they don't feel like they are worthless. It also will keep them from being behind on their training. That should also help fill our deposits back up, whatever they can't sell they give to islands in need without question to build up trust in the towns." she'd order sending more men off with her orders, "For now we won't focus heavily on providing weapons to everyone, communication is more important. Our priorities should be getting in touch with each of the branches in the blue and beginning harder training on the marines there. After that we can focus on supplying them and then distributing teams out to patrol the blues so that our recruits can get experience and learn. The last thing to worry about is gaining the trust of the towns and then proceeding to tax them, since that should be easily accomplished after the first two goals are completed. From there we should be able to expand into the grand line and continue our reformation of the Marines. I expect the plans should go smoothly unless our marines cause uprisings in the towns which would explicitly go against my orders." she murmured rubbing her chin, "When we have enough beli I'll send one of my men to each of the blues as information collectors and supporters. I can keep an eye out for any transgressions done by the marines, I'm sure not every marine is here to do what is right for others after all." she thought to herself, not voicing her pessimism towards those who chose to degrade towns and treat the people like garbage, after all some marines liked lining their pockets more than anything.
