The story is centered in Europe among the bustling conglomerate of Shifters, the RHO academy, Runics, and humans. The academy was founded in Europe to quell the rise of death of Capital-folk, and of course their citizens of the colonies and villages. The academy can be applied to by anyone, especially Runics, and students will get three courses a day, a place to sleep, holorooms for combat, and much more provided. The academy simply is the best place to be.
If one does not wish to join the academy, there is a wide community of Runics who still live in their villages and colonies dotted about Europe. Of course, they require bounty hunters or those from the academy to help them with their werewolf problems, as the increasing attacks have become troubling. No one knows why the GH's: genetic human-wolf, have been becoming more chaotic in the recent years, but those of RHO and the hunters are not complaining.
Further there are those that have grown out of the academy, or older Runics, that have taken it upon themselves to quest for the answer. These powerful individuals go forth into the world, alone or with company, to figure out the cause of the sudden spike in activity from the werewolves, and they aim to stop it. Animosity is spread toward the Shifters, and though some of these individuals care about the plight, others do it only for the glory.
Speaking of the downtrodden: the Shifters have made their own sect inside of the academy- who begrudgingly let them in due to possible anarchy. Some Shifters do not care about the possibility of war, while others wish to learn so they could be heroes to stop it. There is much animosity toward these beings, and they are looked at by many as criminals and murderers. Many believe they are the ones that have started the werewolves into attacking again, but the Shifters are adamant in denying such rumors. Still, rumors can destroy entire lives with well placed words.
