According to his master plan, the structure
of the city has three levels--three strata
of somewhat smaller cities built into the
mass of the mountains which give it its
protection and presiding view over the
whole of Etelan. Level 2 is seen as the
religious heart of the city. It is where all
temples to a variety of gods can be found,
as well as centers devoted to training
clerical personnel. Ironically, most gambling
and other seedy activity happens here
as well...
