i think its a combination of all three
quality- always a good thing but if the theme is something your in love with you wont care
time- the faster the better really if you can get good quality out quickly whats the matter with that?
effort- as long as you are showing some effort in it does it really matter? if it takes you no effort to get a good result whos going to notice?

and as a side note freebies are good in more ways than one
1. the obvious its free so why not?
2. if they are choosing to give it away it shows they enjoy doing it so you can always garantee they give it there all
