The village hidden in the mist is part of the land of water and has it's own force of shinobi. We are currently under the rule of the third Mizukage, Torumai Uchiha, and his predecessor, Akira Matsumishi. But the founder of the village hidden in the mist is a shinobi by the name of Teserai Myomotto, he founded Kirigakure to be a strict militaristic state but the shinobi that followed him soon rose to perform a coup de ta, removing Teserai from his position of Mizukage and naming Akira second Mizukage. Although Teserai won over many of the islands around the land of water in the first shinobi war, his strict discipline within the land of water wasn't seen as a need for the betterment of the community. Akira took office for nineteen years after the first shinobi war.
Akira helped to reform the village hidden in the mist, making it a country dependable for trade and support. Creating alliances with the land of Fire and the land of Lightning. Peace and prosperity has ruled in Kirigakure for over ten years since the previous great shinobi war. The need for shinobi though has dwindled over the years and Kirigakure is trying hard to sustain it's credibility in case of a new war.
When Torumai came to office as Mizukage things started to change. He has only been Mizukage for a year but the Uchiha influence that has taken root in the city has made more and more young people want to become shinobi. The village hidden in the mist still has a long way to go before it's ready for any sort of major battle but their home territory is flourishing with life and a never ending supply of trade. A direct attack on Kirigakure would mess up the trade for the rest of the major lands so Torumai doesn't believe that an attack on home territory is imminent but he knows if he has to send his shinobi off to battle they may be at a disadvantage.
Yet overall the village hidden in the mist is a large city located on the main island that makes up the land of water. It is not all city, for the parts on the back of the island are still untouched forest and a nice sandy beach can be located on the southern side of the island. Many smaller islands surround the larger one making fishing one of the biggest trades for Kirigakure. The city part has a lot of different buildings but they generally all look relatively the same. The Mizukage's office is the largest building in the city and is located in the dead center of the growing city.
The three tails does not have a jinchuriki and is in a secret location only known to the Mizukage so that a proper jinchuriki host can be picked to contain the tailed beast. The three tailed beast is not well known around the mist village and Torumai hopes to keep it that way because he wishes not to use it for militaristic purposes like the first Mizukage had.
Kirigakure is a peaceful nation who can see prosperity for all in their future. The new generation of shinobi will bring about good things and Torumai knows that the future of Kirigakure is left to them.
