The workings of blacksmiths and those under the heel of the Empire, the Teteto live in a city made up almost entirely of slums. While they continuously make weapons for the Empire, they do not sell but give and thus they have no money or ways to build or wealth that runs through the city. Because of this, there is much crime, illegal slave trade, and bodies littering the streets though because of their role as guards there is still some form of order. It is minimal, at best, but it is still order. Every year the crime gets worse, the smuggling turns deadly, and the city falls more and more into disarray but as long as they have the manpower to create the Empire's weapons, no one seems to care.
