what happened between the TV movie and the new series that just started on Sci-fi??
My little town gives NO access to anything like radio shows and so on. (heck they think the Dr. Who is the new family Doctor that moved into town!!!)

That depends on whether or not you view the Virgin and BBC novels as canon. If not, all we know is that at some point there was a "Time War" that wiped out the Timelords, leaving the Doctor as the last of his people (for now, at least). Whether this occured in the Doctor's 8th or 9th incarnation is not explicitly stated, but who the Timelords lost to is stated later in the season.
My suspicion is that the current production team will probably ignore any Doctor Who material that didn't appear on-screen, but I don't know if they have contradicted anything in the books yet, so there's always the possibility...
