Intelligence
As a practiced medic and experienced assassin, Katsurugi possesses a keen and cunning intellect, especially when it comes to tactics. She is less skilled in mathematics, however.
Fighting Tendencies
Katsurugi has a number of talents and is not defenseless at any range. She prefers ambush tactics, striking from invisibility using Meisai Gakure no Jutsu (Camouflage Concealment Technique) and killing her enemy before they have a chance to defend themselves. In a direct confrontation, Katsurugi tends to stay away from her opponents while setting up the battlefield, creating snow and ice to use in her more advanced techniques. Once this is done, she will either crush them with brute-force Hyouton techniques, or use Hyou no Konpaku (Ice Spirit) to confound them while she cuts them down. Katsurugi is a proficient swordswoman, but can hardly be considered an expert in kenjutsu and can not generally defeat a close combat specialist at their preferred range.

Personality
To her friends and loved ones, Katsurugi is an outgoing, energetic individual. She generally comes across as kind, especially to her patients, and is often happy to chat when she is free.
When on mission or acting in her official capacity as Jounin Captain, she is a wholly different person. Katsurugi prizes results above all else, with little concern for the methods required to achieve them. She also has a bloodthirsty streak a mile long, and enjoys the thrill she gets from killing more than she would like to admit. The kunoichi treats her enemies with a predatory bearing, sizing them up as she would her next meal. When she has decided to strike, she is cold, efficient, and merciless, with an unnervingly gentle smile on her lips.

However, while that technique only allows the user to step inside the ice mirrors it generates, Katsurugi's Hyou no Konpaku technique allows her to step inside any piece of ice that is large enough to display her full reflection. Once inside the ice, she may emerge from any other ice of sufficient size within 50 feet. She may also "bounce" between different bodies of ice without exiting. However, she cannot initiate jutsu or otherwise attack while inside the ice.
When combined with Meisai Gakure no Jutsu, this technique makes it virtually impossible for someone unable to pierce the camouflage to track her current location.

History
Yuki Katsurugi is considered a genius-level ninja, the pride of her parents and the greatest kunoichi produced by the Yuki clan since the dark times under the rule of Yondaime Mizukage. Her father claims she should have been made Juudaime Mizukage, boasting that she could beat Genkotsu Ogata with one hand tied behind her back. It was not always this way.
As a genin, Katsurugi had no great talent as a ninja. If anything, she was below average, barely graduating. Between her and Ogata, the other genin squads looked down on their team. She knew only a handful of basic techniques and most had dismissed her as destined for a life of mediocrity. However, Katsurugi always took solace in the fact that she was not entirely alone. Ogata, while skilled in taijutsu, could not hold a candle to her skill with ranged weapons. She was at least better than somebody at something.
Then the day of their failed mission near Iwagakure came, and two formative experiences came with it. The first was Katsurugi seeing Ogata activate his Byakugan for the first time. Her one refuge, the feeling that she could at least beat him with ranged weapons, came crashing down. Ogata's incompetence had been an act to disguise his heritage all along. She was the weakest in all areas. That day was also the first time that she killed another human being; in a desperate bid to save her own life, she had put her tanto through an Iwagakure ninja's heart.
Watching Ogata unleash his full strength had made her feel weak. Being very nearly killed had made her feel even weaker. But turning the situation around on her attacker, killing him through a stroke of luck... the rush of adrenaline, the sense of power... that feeling was intoxicating. That day, Katsurugi decided that she would never feel weak again. She would dedicate herself to catching, and ultimately surpassing Ogata. She would become the killer, not the victim. Her sensei began to teach her the Muon Satsujin Jutsu shortly after that, while Katsurugi continued to hone her Hyouton techniques. By the time she passed the chuunin exams, she was a skilled assassin.
During her time as a chuunin, Katsurugi sank deeper and deeper into her growing bloodlust. This eventually culminated when, during a mission in the Hot Springs country, Katsurugi slaughtered a team of enemy genin. The genin were not directly in their path or in any way a threat to their mission. There was no need to kill them; Katsurugi did it because she could. Ogata scolded her for this after the mission, and they went without speaking for weeks. However, it became a moment of clarity for Katsurugi after the heat of emotion had faded; Ogata had spoken out of his concern for what she was becoming. The incident inspired Katsurugi to curtail her bloodlust. A few of Kirigakure's medical ninja had approached her suggesting she learn medical ninjutsu on account of her high chakra control. The killer in Katsurugi had scoffed at them every time. But after this incident, the next time one offered, she accepted their tutelage. She is now a skilled healer, though she also found that having an intimate understanding of human anatomy made her a more effective killer. After they reconciled, Ogata and Katsurugi began a romantic relationship, though their sensei warned them that such behavior was frowned upon.
Some time after Ogata had been promoted to jounin, both Katsurugi and their squadmate Heisei Ryuuga were up for their own promotions. For their examination mission, Ogata led the team in the hunt for a missing ninja, originally from Kirigakure, that had been raiding civilian settlements. They were instructed to bring their target back alive; when they tracked him down, they found that their information had been unreliable, and he was working with a partner. Ogata made the decision to engage anyway. He and Ryuuga set to working on their target's partner, while Katsurugi engaged the target himself.
Katsurugi was not completely outclassed, but it eventually became clear that she would not win the battle on her own. Ryuuga and Ogata had their opponent overmatched and would soon defeat him. But Katsurugi ended up cornered, and just as she was about to be struck down, Ogata shoved her out of the way, intercepting what would have been a lethal attack that knocked him completely unconscious. Katsurugi used the opening he had provided her, along with the rage at seeing her lover incapacitated, to get back to equal footing with her opponent.
Ryuuga killed their target's partner, but exhausted himself in the process, while Katsurugi was fighting a losing battle to protect the unconscious Ogata. Ryuuga intervened, pushing the rogue ninja away with a Katon jutsu. He and Katsurugi shared a knowing look. Ogata needed to be evacuated from the area, and as the medic, Katsurugi had to be the one to do it. Ryuuga did not possess the medical skills to get Ogata back on his feet. Katsurugi blinked away tears as she scooped up Ogata and fled. They both knew he was going to die.
The missing nin eventually caught up to Katsurugi and Ogata, but too late. Ryuuga's gambit had worked, giving Katsurugi enough time to treat Ogata. When their enemy threw Ryuuga's head at his feet, Ogata descended into a blind rage Katsu had never seen before. She had seen Ogata fight with incredible skill in the past, but this was like watching a demon. She did her part to support him, but her squadmate would have torn him to pieces all on his own. Her most notable contribution was to prevent Ogata from striking a killing blow, so they could still call their mission a success.
Ryuuga's death had rippling consequences. Katsurugi was promoted to jounin, as was Ryuuga, posthumously. Katsu came to view his death as a necessary sacrifice, saving both her life and Ogata's and allowing them to later complete the mission. Ogata, on the other hand, felt that Ryuuga's sacrifice was a waste of life, blaming himself for being knocked unconscious in his bid to save Katsurugi. The grief and heartache was eventually the end of their relationship, and Ryuuga's death coupled with their sensei's retirement broke up their squad. Ogata went on to serve multiple tours of duty with the Hunter-nin, while Katsurugi was drafted into Kirigakure's ANBU division. It was nearly a year before they really began to heal and become friends again.
Katsurugi had the highest mission success percentage of any of Kirigakure's ANBU during her time with the division. Learning from Ryuuga's example, she achieved this success rate by being willing to do whatever it took to complete her missions. It was during this time that she developed her signature Hyou no Konpaku technique and earned her Famous Shinobi Name, Fubuki no Yuurei.
Two years ago, Kyuudaime Mizukage stepped down, and Genkotsu Ogata was named Juudaime Mizukage. Within a month of taking office, Ogata asked Katsurugi to be his Jounin Captain. Katsurugi accepted, leaving Kirigakure's ANBU division to accept the office. She has served as his faithful right hand ever since.
