The son of a thief on the run, Cecil never grew up with his father. There was no remorse or bitterness about that fact, the only resentment he felt towards his dad was because he was a lowly criminal. Actually, he was glad he didn't have to grow up with such a bad influence! That man caused so much trouble to him and his mother that he dedicated his life to becoming a well respected officer and catching him. This city is his first stop, his first assigned station, and he'll do whatever it takes to rid it of such foul crime!
