Personality: Years of being taunted have made Cecil a short-tempered man. He's quick to snap and whine, but he doesn't throw many tantrums or yell that much. He's just a cranky, grumpy guy. If anything, he's a lot like a spoiled brat. He looks the part and acts it, but he'll get angrier if you tell him that, which in turn will make him look more like a kid. Give him a kitten or some treats and he'll turn into the cutest first grader you've ever met.
Bio: When Cecil really was as young as he looks, his father ran out on him (his mother having left them when he was three). What followed were a group of police officers that saw the lonely and frightened boy and brought him to the station. At that time Cecil learned that his father was a great thief that stole from countless people, both poor and wealthy. In fact, the reason his mother left long ago was because she couldn't handle this quick paced life! His entire life was taken from him, just like innocent people's money! And all by that not-so-great thief! Then there was the police, and they were the nicest people Cecil had ever met! They were nice, some were funny, and they all did what they could to take care of him. They were the best!
Eventually Cecil moved in with his mother, whom welcomed him home with open arms. As he grew older he hung out at the police station more and more, talking to each one of them about joining them.
Finally, he did it. He became a police officer and stopped countless thieves. Some years later he was promoted to Chief, and he decided to put that power to use and capture the horrible thief that eluded his grasp for so long.
It was time to catch his own father.
