Personality: Quen's personality depends on who he's with. If he doesn't know someone, he can be closed mouth and very quiet. However, because of his work as Cutie Bell, he sometimes becomes very flirty when he's uncomfortable and acts supremely childish as well. When he is comfortable, he's actually calm being more or less logical as well as reasonable. in this, he's more secure with himself and with those around him.
Speaking as Cutie Bell, he's very childish and selfish, demanding attention. Sometimes he's a bit of a diva but also can be generous. Flirty and only wanting to have fun, he generally likes to portray himself as someone obtainable but just out of the reach for his fans.
Overall he takes his work as Cutie Bell very seriously.
Personal History:
When Quentyn was born, his mother never told him about who fathered him. In fact, for the first five years of his life, he believed his father was a military man like in the photoes his mother kept. However, when her health suddenly declined due to a mysterious virus that seemed to crop up, he was placed in an orphanage until he was seven. At that time, he found out who his father was- none other than the Neo Queen's own brother, Shingo Tsukino.
With the death of his mother not so long after that, Quentyn grew up with the Tsukino family- Shingo, his other children and his wife, famous doll maker, Mika- in the Tsukino family home in Crystal Tokyo.
Quen, as he's often called, never quite felt 'right' with the family and their trips to the Crystal Palace. He always felt out of place, even though they were generally nice to him- but distant in a way. At least his new mother and sibling were. It wasn't until he was a teen that he found refuge in the one thing that made him happy- music. Particularly pop music and all of it's incarnations. He also found he had a gift for singing, though because of his singing voice being so high, many had mistaken him for a girl at times.
Which brought about his rebellious side to break from the norms of his family to the blinding lights and adoring fans. While at a music store to download new albums, he was discovered by a talent scout while singing to himself.
It was then suggested at a meeting that instead of marketing him as a boy, that he should crossdress as a cute girl.
When he brought up the idea that the fans might not like it, his agent, Kamiya, pointed out that Mana from Malice Mizer did it well and was successful.
And so started his career and division in his family.
After several fights about it, the ultimatum was given that he could do this but he mustn't allow anyone to know his real identity because it could bring shame to not only the Tsukino name but to the royal palace as well because of his relations.
With that, Quen now continues on with his double life. By day, he's a normal student, but by night- he's a pop idol known only as Cutie Bell!

Can do minor healing on others but not himself and generally can only heal fully flesh wounds but cannot heal bones completely or deeper wounds.
Resistant to most poisons- which means he has difficulty actually getting drunk and being high is literally out of the question. However, sleep aides and painkillers still effect him. Some extremely lethal poisons can still make him ill or die depending on quantity.
Retro-cognition- can only see into the past or past events of people, things in general and only for short spurts of time. It's not an 'on demand' power and can be random therefore it seldom happens.
Silver Strike! The blades of the sickles glow with energy. Can either create sickles of light or the blades can be thrown at the enemy.
Silver Moon Purification!- This attack dispels negative forces within people and things. It can also be used to counter-act evil. Can only be used twice per battle otherwise risks of the user becoming severely ill themselves.

Much to his surprise and infinite annoyance, Helios, his...uh..cousin? Cousin-in-law?, gifted him with this power, though he had an aptitude for it already. After all, if one couldn't use family, than who do you trust? At least that's the reasoning that Quen got out of it all.
