so in dragon ball kai piccolo destroys the moon right... well in dragon ball episode 28 master roshi destroyed the moon... and they might wish it back later and idk if they do so... but hey can someone please explain this to me just so i can try and keep things straight in my head

Read the section near the beginning labeled "Moon Revived". And don't just assume the Dragonballs brought it back like the label implies, because it wasn't brought back by Shenron.

Not really if you think about it. It wasn't mentioned at the time since it was so early on in the series, but Celestial beings like Kami, King Kai and other kai's have the ability to create entire planets if needed, so if anything Kami being the God of Earth probably just restored the moon with his own power, since it's 'technically' implied in both the anime and manga.
