ackground Information » Personality: Neisan is a leader by nature, strict and expects everyone under him to show him respect. He is a hardened war veteran, he has been a big part in the rising of Kirigakure in the recent past. He is talked about as a cold man caring about nobody but himself, however accurate or inaccurate as it may be is irrelevant. His name is known around Kiri, he was the next in line to lead the nation due to his nature and fame. Under his command the ANBU had a very high success rating, they went from 40% success to 80%, doubling their rating of success made him a great candidate to lead Kirigakure. He was never a fan of leading by love or friendship he seen it as a weakness, he would lead by power and example. He feels every leader should be able to do the jobs in which they give out to others, if a leader is unable to do something what would give them the right to shift the job onto others. He is a powerful man and lives as such, he lowered security on his office and doubled the security at the gates and weak points of the city.

Neisan was born on a small island, the island was a fishing outlet. Everyone on the island was born to fish and prepare fish, this was how the men made their money. He was raised as a fisherman, gathering large amounts of fish in short times and selling them to the main villages. As a kid he was taught nothing else other than how to sail and fish. Once he turned 8 while on a fishing trip with his father and a small crew of men two shinobi fought on the water, Neisan seen them as Gods, nobody on his island had any fighting skills. They were both powerful, in fact so powerful they shredded the boat that they stood on as if it were paper. Neisan's father caught him and stood on the water just like the two men who were fighting. Neisan couldn't believe his eyes, his father was walking on water. As the fight neared them while holding Neisan his father took out both shinobi as if they were kids.
Neisan began asking questions and wanting to learn how to fight. His father refused to teach him and told him it was not a life worth looking into. Neisan took off to Kirigakure a village they frequented to sell fish, as he made it there the Misukage agreed to let him train as a shinobi. His father was a legend in the village, Neisan was not told of this in fact it was kept as a secret. His father told him never to return if he decided to train as a shinobi, Neisan agreed to the terms and in fact didn't mind at all. A life as a fisherman was boring and after seeing the men on the water fight he couldn't resist the urge to train. He made his way through the academy slowly, he was neither a genius nor a prodigy, he was simply a student. He was looked passed and seen as just a simpleton, someone who posed less of a threat than an insect. However after he found his true power, that of shifting into water he became much stronger and more feared by the others. His clan had abilities that allowed him to avoid injury and escape from being held as a hostage. He was soon a graduate, he was placed on a team one that was destined to fail.
Being the leader of the Genin in his group Neisan made it his objective to complete the mission no matter the cost. As a Genin Neisan found a second ability one that allowed him to use a acidic element in his water, bringing it to a biol at will or change the consistency to cause greater harm to those who opposed him. His two team members were idiotic and listened to nobody, he used them as bait most of the time but from time to time they played a bigger part in his plans and success. On a mission Neisan was captured by an enemy group, they tortured him for days, but he seemed as if he was not going to talk, while being tortured he gathered information on the group and their leader. When he learned that they were going to kill him he shifted through the cuffs and restraints, he grabbed the two guards from behind shifting his hands into water and drowning them, in their panic they made enough noise for two others to enter. In their combined attacks they found themselves hitting a body of water covered in it they then began to scream in pain as the acidic water melted them away slowly, the leader was the only one left. As the leader walked in he seen the four dead bodies and tried to run but he found himself looking into the eyes of Neisan. After placing him in the chair and restraining him he forced the mans mouth open and placed a bit of his water in the mans mouth making it boil to a low degree only enough to cause severe pain no real permanent damage.
After successful missions that numbered in the high 40's he was promoted to Chunin the only one of his group to be promoted. He then continued his role as team leader, after a few years there he decided to join the ANBU corps. He became a dangerous shinobi he was seen as a sadistic being who got off on the suffering of others. He killed many men slowly by literally melting them from the inside out. He would use every single opening to make his opponent suffer not to defeat them. There were many shinobi that wanted him exiled, in sheer fear that he would turn on the. The Mizukage then let one man train the boy, a man that was like the boy once. He spent years training with the man, he learned many things, and among the things he learned was how to control his need to kill. He calmed down a lot and turned his passion into something much more dangerous, a way to teach and lead others. Thinking about it made the man a bit nervous, but he decided the boy was ready to go back out on missions and join the ANBU once again. He made sure when in a group he would take the lead and order the others. He pushed forward and made his way up the ranks, the others noticed his change and felt more comfortable around him, but still feared nonetheless.
Soon he became the ANBU Commander, he stayed in that position for many years and made a name for himself within Kirigakure. He would never feel anything if others died even if they were his comrades, he used their body as a stepping stone to get closer to completing the mission. He made sure that nothing got in his way, it didn't take others long to realize that despite his ways of conducting himself and completing missions he had a large increase of success ratings. shortly after a mission he found out that the Mizukage went M.I.A. nobody knew where he went but he was gone nonetheless. They had a meeting of sorts and appointed Neisan to temporary Mizukage. He accepted and stood over the village assuring them that in his hands the village would stay safe. Only a handful of SHinobi knew him after he became an ANBU member, but the ones that did know him were a bit worried but knew that he was telling the truth.

Affinity Jutsu:
- Suijuu Kokyuu no Jutsu [Underwater Breathing Technique]
A fairly simple water manipulation jutsu, this technique provides the ability to breathe underwater for a maximum of fifteen minutes. This ability doesn't require the use of handseals.
- Suiton: Shiryoku [Water Release: Sight] (Doujutsu)
The user is able to see light without it being bent by water. This allows them to see through a mist, or to the bottom of a pond.
- Fuuin no Tsukurite [Seal Creator]
Requirements: Ink or required seal-creating liquid (Blood, etc).
Description: The user manipulates their ink, such that they are able to right with it on a solid surface without moving their hands. This can be used to produce seals rather quickly, or write letters when one’s hand writing needs to be hidden.
- Suiton: Buroa Kiri [Water Release: Mist Blower]
The user places their hands to their mouth, and after doing so, blows out, creating a wide stream of rapidly traveling mist. This mist, like the hidden mist technique, completely obscures sight, however it covers a much smaller area. As a result, both the chakra demand is lower, and in the hands of a capable user can be used to block the sight of the target without blocking one’s own sight.
- Kiri Shunshin no Jutsu [Mist Body Flicker Technique]
The user will be able to disappear from their previous position in a cloud of mist and reappear elsewhere. The distance they reappear to depend on the amount of chakra they choose to use, though they must travel more than 2 miles, and know exactly where they are going. This jutsu is only to be used outside of a battle, or to leave a thread entirely. This jutsu is only to be used outside of a battle, meaning you can't start a battle with it either.
Note: Small aesthetic variations to this jutsu can be made without any custom applications, so long as the variations have no effect on battle.
- Mizu Bunshin no Jutsu [Water Clone Technique]
This is a Ninjutsu technique that utilizes water to create a Bunshin clone. Unlike a normal Bunshin, the Mizu Bunshin has the ability to interact more with the environment due to it having physical substance. This allows the clone to carry out attacks on its target. Also, elemental clones can think, but only on the rudimentary level, and the concentration for their jutsu needs to be maintained by the user. When this clone disperses, it reverts into a splash of water.

- Each bunshin takes 1/10 of your chakra pool to make.

- Bunshin have 1/4 the power of the user. This includes weapons, items, powers, speed, reaction speed, etc.

The user creates a black mist that will emit from their body and rise up toward the sky. A temporary flammable rain of oil is released upon the user's specific targeted area.
- Suiton: Nami Shindou no Jutsu [Water Release: Wave Impact Technique]
A small wave of water erupts in front of the user (about 6 feet tall) and crashes down about 7 feet directly in front of them. Although the technique does no real damage, it does deflect projectiles out of the air and can also knock the opponent off their feet if they are caught in the impact.

Must have: Water.
Certain Suiton jutsu require water, this jutsu allows the user to absorb water for future use for a single jutsu whatever the rank is. In other words, the user has to charge his body with water before fighting, and during the battle the water reserved by the technique will serve as a source for a single jutsu execution only.
- Suirō no Jutsu [Water Prison Technique]
This technique is used to trap a victim inside a virtually inescapable sphere of water. The only downside to this technique is that the user must keep at least one arm inside the sphere at all times in order for the victim to remain imprisoned. This technique requires a sufficient amount of water, which can be provided by expelling it from one's mouth.Once trapped the target is unable to move or breathe while within it due to the heaviness of the water. Because of the density of the water it can be used, to a limited extent, for defensive purposes if performed on oneself. It can also be stored in scrolls as traps.
- Suiton: Mizuame Nabara [Water Style: Syrup Trap]
The user spits out high-viscosity, chakra infused water, aimed at a surface of wide scope. This is a stream of sticky liquid which can be used to form an adhesive trap that can inhibit a person's mobility. One can effectively reduce their enemy's area of activity with this technique, and has the effect of being able to take complete control over the battlefield. The normal scope of this technique is normally just a few meters, but if prepared, it is also possible to make an entire pond of starch syrup. Being caught in the technique can be avoided by channeling chakra to one's feet allowing one to walk upon it uninhibited, beforehand.
- Kirigakure no Jutsu [Ninja Art: Hidden Mist Jutsu]
The Hiding in Mist Technique is a speciality of the ninja from Kirigakure, where one causes a mist to spring forth by lifting up some water from either a pre-existing source or expelled from their mouth, then goes in and out of sight at will from within the pearly-white realm. The mist's thickness is controlled by the amount of chakra kneaded into it. It can't fool the Byakugan, but, due to the mist being created with the user's chakra, any Sharingan and Rinnegan-user will see the mist colored by their opponent's chakra, which will effectively hide the user from the dōjutsu.
- Suiton: Ame Yose no Jutsu [Water Release: Rain Summoning technique]
This is for use in areas with little or no water. The object of this jutsu is to bring water to you. By performing a number of seals, and focusing ones chakra into the ground, water within a given area, depending on ones chakra strength and water control, will be condensed and begin to form clouds. Once this is complete the clouds then proceed to the selected area, causing a down pour bringing the water to the user. There must be at least some water in the immediate area, and this technique does take a while, so it is hard to bring a sufficient amount in a short time, unless one has the element of surprise.
- Suiton: Sousui no Jutsu [Water Release: Water Manipulation Technique]
A defensive water jutsu, the user must perform handseals and mold chakra in order to draw a thin wall of water to coat their body, which isn’t visible. The jutsu can defend against weaker fire jutsu, keep the user cool under extreme temperatures by using chakra to constantly keep the water cool, and makes some forms of weapons (slicing type of weapons) and occasionally kunai slide off the armor. The jutsu of course is a constant drain and uses up a lot of chakra to maintain.
- Suiton: Bakusui Shōha [Water Style: Exploding Water Shock Wave]
The user spits out a great volume of water from their mouth, swallowing up and crushing the enemy with the advancing surge. The user can ride the wave, allowing them to move at high speed, and attack the enemy, now swept off their feet, without fear of counter-attacks. Afterwards, the excess water can be used for additional Water Release techniques.
- Suiton: Suijinheki [Water Style: Water Wall]
This defensive technique creates a wall of water around the user. Enemy attacks are completely intercepted by a fence of water blown out from the mouth, and is raised from below with tremendous might. The water is blown out in the form of a circle around the user, and it makes for a defence without openings. It is also possible for the user to control the amount of water and duration at will. The wall's strength and resistance change following the quantity of chakra poured down into the water, so a skilful shinobi will be able to build a sturdy one. Furthermore, because the field of vision is maintained even while defending one can easily go on to the next move, which is a great advantage. The wall can also be formed from a pre-existing water source.
- Suiton: Suikōdan no Jutsu [Water Style: Water Shark Bomb Jutsu]
The user shapes water into the form of a large shark and thrusting their hand forward, sends it hurtling towards the opponent at high-speeds, resulting in a powerful impact. The user can also ride inside the water shark to dramatically increase their swimming speed.

Requirements: Minimum of Good 'Jounin' or Very Good Chuunin Chakra Capacity.
Description: A technique that creates a massive tidal wave of water in all directions. This jutsu requires a an immense amount of chakra since it basically reforms the terrain and can create a whole lake.
- Suiton: Daibakufu no Jutsu [Water Release: Great Waterfall Technique]
Must have: Source of Water.
Description: This technique is used to create a massive blast of water. Once done with the handseals, water beneath the user will swirl up creating a circle and then it'll gather and explode ahead like a spinning violent torrent going for a long distance. Behind that torrent, water will flood to both sides at a high level. Handseals are ox, monkey, hare, pig, bird, ox, horse, dog, ram, tiger, snake, ox, monkey, and hare. This is a very destructive jutsu, capable of uprooting trees and destroying the ground.

Description: A Suiton ninjutsu technique where the ninja focuses their chakra through surrounding water and manipulates it into a swirling wall around them, and then directs it at their opponent in the shape of a monstrous shark made of water.

Description: A Suiton ninjutsu technique using water as its base. The ninja manipulates the water around them into the shape of a large dragon that attacks their opponent as a torrential blast.
- Suiton: Haidoro Panpu [Water Release: Hydro Pump]
The user will first have to go through a long series of handseals before being able to release an extremely powerful and regular jet of water from their mouth that can blow the enemy away and even pin them with its force to a wall as it crushes them.
- Chakra Ame no Jutsu [Chakra Detecting Rain]
The user creates a downpour of rain over a wide area. The user's chakra is still connected to the rain and can detect all disturbances in it. This can be used to locate objects or persons being struck by the rain.
- Suiton: Daibakufu no Jutsu [Water Style: Giant Vortex Jutsu] | Requires Water
This technique extends water over a large scale, surges and rises up to several dozens of metres high. Then it streams down to the ground in one big cascade, much like a gigantic waterfall. In doing so, it resembles a huge wave, with tremendous power that can hollow out the ground. What remains after that technique's utilisation is reminiscent of no less than the aftermath of a natural disaster. This is a considerably advanced ninjutsu, and activating this technique requires a fair amount of chakra.

Using large amounts of chakra, the user creates water from thin air and forms so much that it creates a mini-tidal wave. The water then does not dissipate for the duration of the battle, thus creating an arena where the user has a large advantage. If the climate is exceptionally arid, such as a desert, the water only lasts for a short while before draining into the sand. The depth of the water once the wave has settled is anywhere between 8 to 10 feet.
- Suiton: Hahonryū [Water Release: Tearing Torrent]
This technique creates water that spirals in the user's hand which fires at a high speed towards the enemy. The overall amount of water formed is large enough to help extinguish even large-scale fire release techniques.
- Tsunami no Jutsu [Tsunami Technique] | Can only be used once per fight
This technique can drown a small village, but requires enormous amounts of chakra and stamina. Usually an 'all or nothing' technique, as it is not used under normal circumstances due to the widespread destruction that it wreaks.
- Suiton: Daibakufu no Jutsu [Water Release: Great Waterfall Technique]
A Jutsu which creates a huge cyclone turned on its side, which is sent toward the opponent or group of opponents. This Jutsu can only be done when in or near a body of water and is devastatingly powerful, both in the force with which it strikes and with it's tendency to catch people and objects and slam them into other object. It can easily rip large trees and masses of rock from the Earth.
Nature Jutsu:
- Katon: Kemuri Shiryoku no Jutsu [Fire Release: Smoke Sight Technique]
After using a few handseals, the user focuses chakra to his or her eyes. This allows the user to see through smoke, no matter the color or thickness of said smoke. However, smoke will still make the user cough and eventually cause suffocation, so one must be careful using this jutsu.
- Katon: Kasumi Enbu no Jutsu [Fire Release: Mist waltz Technique]
The user blows out a great amount of burnable gas. Once it comes in contact with any form of combustion force (from fire to small sparks), the gas ignites and literally creates a sea of fire.
- Katon: Gōkakyū no Jutsu [Fire Release: Great Fireball Technique]
A technique where chakra kneaded inside the body is converted into fire and expelled from the mouth either as a massive orb of roaring flame or as a continuous flame-thrower. The scope of the attack is altered by controlling the volume of chakra that is mustered. The released flames will engulf their target, and leave a crater on the ground's surface. This technique apparently requires more than average chakra reserves and most genin should not be able to do this technique.
- Ryuusei Sutoraiku [Meteor Strike]
The user hurls a boulder into the air and jumps up after it performing the right hand seals. The user then grabs the boulder in mid-air and, through Katon manipulation, covers it with fire and jumps up after it performing the right hand seals. After performing the needed handseals, the user would open their mouth a ball of fire will shoot out their mouth with great speed and will burst into a bigger flame when it hits the target.
- Katon: Yougan Fi-rudo no Sousaku [Fire Release: Lava Field Creation]
Must have: Earth landscape
The user performs a series of hand seals than places their hands on the ground. The earth then slowly heats up and changes into molten rock. After execution, the user must immediately remove their hands and back up so as not to be burned. This not only limits where their target can move, but can also burn them if they are standing on it. The amount of area covered depends on the amount of chakra used.
- Katon: Ryuuka no Jutsu [Fire Release: Dragon Fire Technique]
This Katon ninjutsu is believed to be the one of the strongest jutsu of the Katon series. This ninjutsu however requires a lot of chakra, concentration, and preparation time. A few diverse hand seals are done, and after gathering all the chakra in his mouth, the ninja will create so much flame that a red-hot fire will light up around them. All that chakra is then converted into fire inside the ninja's mouth, and it is all ejected at once, creating an extremely long blaze of fire, going directly to the opponent. This technique is straight, fast, and strong. It is most likely to be used after the enemy has been immobilized, because with such large amounts of chakra being used, most users simply cannot afford to waste it all by missing.
- Su-pa Nekki [Super Heat]
This jutsu heats up one object hot enough to melt through any material in a single slash. As such, it will go through any indestructible weapon or defense, and will instantly cauterize any flesh it goes through. This jutsu requires no handseals.
- Katon: Enen no Sonata [Fire Release: Blazing Sonata]
This technique was developed by a legendary shinobi, who retired into an occupation as one of the greatest chef's in the land. As the chef's greatest asset were his hands, this technique was devised as a unique style of using ones feet to defend, in a dance like motion. This idea was then improved upon, by focusing chakra into the user’s feet, and then, coupling it with a bit of fire mastery was able to mold the chakra to surround the user’s feet within a controlled fire. Every step fans the fire into the motion's direction, every stomp raises the fires causing it to flare up, every kick sends a penance of fire from the sole, and adding this into a dance causes it to not only defends ones self but by mastering the right steps can make for a very reliable offense.
- Katon: Gouryuuka no Jutsu [Flame Release: Great Dragon Fire Technique]
Must have: Housenka no Jutsu [Mythical Fire Flower Technique]
After forming the needed handseals, the ninja will expel dragon head fireballs at their opponent. These powerful fireballs can punch through concrete or pierce through a forest burning a long line of trees. Being such a powerful and draining jutsu, this technique can only be performed once per battle by the strongest of ninjas.
- Katon: Mori no Ho Kami [Fire Release: Lance of the Fire God]
After a long series of handseals, the user opens his or her mouth. A small ball of flame appears in front of his or her mouth, no larger than a golf ball. A loud whistling sound can then be heard near the user. After a few seconds, the ball will burst forward into a small stream of fire. It bursts forward with enough force to punch holes through trees. The stream extends forward 100 meters before ending it's burst. Once the stream reaches 100 meters, it remains for 3 seconds.
- Shouheki no Mougi: Kazan Kouken [Infinite Barrier: Volcano Guardian]
One of the most powerful defenses a Katon user can achieve, this jutsu requires perfect stillness from the user. While the user sits still, feeding his chakra into the earth, a ring of land thirty feet from his body will begin to heat up. The ground will literally erupt, throwing lava 100 feet into the air. This jutsu keeps the lava from splashing around, protecting the user from his own impassable walls. This jutsu can be performed indefinitely, so long as the user both stays still and has sufficient chakra. When the user is finished with this jutsu, the lava will fall back down, leaving a ring of melted land around the user.
- Katon: Kujo Soudai [Fire Release: Grand Destruction]
The user performs a very long series of handseals, and then gathers Katon chakra around his body. For two posts, the user will continue to gather chakra, and after doing so, the user will allow his chakra to rapidly expand, causing a massive explosion, with the force to level nearby buildings. The heat generated from this jutsu is incredibly intense. This explosion affects everything within one mile of it's epicenter, and can be seen for miles around. This jutsu takes about half of the user's chakra, regardless of chakra strengths.
- Chikei no Naraku no Jutsu [Terrain of Hell Technique]
After a very long series of handseals, the user holds the Dragon seal. As the user stands in one spot, the ground within 100 meters of his or her body will begin to ignite. As larger and larger fires start, they will begin to spread outward from the original location, always traveling away from the user. Eventually, the fires created by this jutsu will become raging infernos, eating away at anything and everything in their path. This jutsu can cause devastation to any environment, as the flames are spread by chakra, and not any type of physical fuel such as grass.
