Meet The Stats
Basically, when it comes to stats there are four categories. These four categories are what make up a ninja....
Stamina- It what drives you physically to move on. Makes you stronger, allows you to hit harder, and it allows you to be resilient. This is the art of Taijutsu.
Reflexes- It allows you to duck in, and out, of the shadows, allows you to nimbly escape, it is your accuracy and evasion skills. This is the art of a Weapon User.
Intelligence- With a strong head on your shoulders you can outwit your foes, it allows you to survey the field, and study your opponent. This is the art of Genjutsu
Control- The true zen of a ninja. Its what drives you mentally, it allows you to build up chalkra, and teaches you the greatest sense of discipline. This is the art of Ninjutsu.
Applying the Stats
A default shinobi starts with 1 stat point in each of the four disciplines. So it should look something like this...
Genin: Stamina: 1 Reflex: 1 Intelligence: 1 Control: 1
Specialist Classes: A specialist class is reserved for a shinobi who chooses to excel in one skill, and one skill alone. They are considered the strongest in their discipline, but lack in the others around them. These classes are:
Taijutsu- Close Range Combat Stamina: 3(+3) Reflex: 1(+1) Control: 1(+1) Intelligence: 1(+1)
Ninjutsu- Elemental Combat Stamina: 1(+1) Reflex: 1(+1) Control: 3(+3) Intelligence: 1(+1)
Weapon- Projectile / Ninja Tools Stamina: 1(+1) Reflex: 3(+3) Control: 1(+1) Intelligence: 1(+1)
Genjutsu- Illusions Stamina: 1(+1) Reflex: 1(+1) Control: 1(+1) Intelligence: 3(+3)
Hybrid Classes: Aside from specialist there are a class of ninja known as hybrids. A hybrid class shinobi divides his time between multiple disciplines instead of one, making them much more versatile in a fight. These classes are:
Sensory- Defensive / Tracking Stamina: 1(+1) Reflex: 2(+2) Control: 1(+1) Intelligence: 2(+2)
Medic- Healing/ Poisons Stamina: 1(+1) Reflex: 1(+1) Control: 2(+2) Intelligence: 2(+2)
Samurai- Swordplay Stamina: 2(+2) Reflex: 2(+2) Control: 1(+1) Intelligence: 1(+1)
Animal Tamer- Pet Oriented Stamina: 2(+2) Reflex: 1(+1) Control: 2(+2) Intelligence: 1(+1)
(More classes will become available as they are presented. Some being Puppet Master and Sage)
Once that genin decides what kind of ninja he wants to be he will be given 2 stat points to apply in the proper fields of the chosen class. For example, lets say our young genin here decided that he wants to be like the greatest ninja ever, Tenten. So being a specialist means that both the stat points are going into a single field; in the case of a weapon user both points will be placed into reflexes. So it will look something like this...
Genin: Stamina: 1 Reflex: 3 Intelligence: 1 Control: 1
On second thought, maybe a weapon specialist isnt the greatest idea. Perhaps something more versatile; a sensory type ninja, like Ao. In a situation like this the two stat points will be split into the two fields that make up sensory type ninja; in this case it would be reflex and intelligence. So now this little genin wont perfect in a single field, but have an average understanding of two, and should look a bit more like this...
Genin: Stamina: 1 Reflex: 2 Intelligence: 2 Control: 1
Leveling Up
In time, a shinobi grows; in mind, body, and discipline. As they grow in rank they perfect their discipline, and become stronger ninja. Each time a shinobi is promoted to a higher rank they will receive one point in each field of discipline as well as two points in their class disciplines. With that being said, lets take a look at our sensory type genin. Oh look! It seems he won the chunin exams, let's see how that effects his stats...
Chunin: Stamina: 2 (+1) Reflex: 4 (+2) Intelligence: 4 (+2) Control: 2 (+1)
However, there are other ways for one to perfect their discipline, and that would be through experience. After a shinobi has embarked on a certain number of missions their understanding of their discipline will grow. Upon completing 10 missions a shinobi gain a point in each of the four disciplines as well as two points in the class disciplines. So it looks like our sensory ninja is really starting to grow up as he comes back from his 10th mission. Lets see how he's doing...
Chunin: Stamina: 3 (+1) Reflex: 6 (+2) Intelligence: 6 (+2) Control: 3 (+1)
Changing your Mind
As a shinobi grows older they may realize that being a certain type of shinobi wasn't really what they thought it would be, so they decide to walk a different path. In this case, once the shinobi changes disciplines it's almost like they are studying something else. So, instead of losing the stats that they've already gained in a particular field they will actually stay, but from that point on the shinobi's stat points upon leveling up will change pending on their new field of choice. This can be rough at first, seeing how your new techniques may require a discipline you've never touched before; making them weak, and frail. However, with a little training, you should be able to catch up with your friends in due time.
Combat Relevance
When it comes to combat in between two shinobi, the victor is usually the most disciplined. So, when it comes to battling an opponent all you really do is size up the lvl of your disciplines with your opponent. For example, lets look at a fight that's about to go down between a Medical Ninja (A), and a Taijutsu Specialist (B).
Medical Shinobi (A) Stamina: 1(+1) Reflex: 1(+1) Control: 2(+2) Intelligence: 2(+2)
Taijutsu Shinobi (B) Stamina: 3(+2) Reflex: 1(+1) Control: 1(+1) Intelligence: 1(+1)
Now if these two were to clash on the battlefield the first thing we would have to do is compare each stat across the board. It seems that the Medic has a bit more knowledge in Control, and Intelligence, where as the Taijutsu specialist has a large advantage in stamina.
Even though it appears that the Medical ninja has a greater advantage in this battle, it is actually the Taijutsu Specialist that comes out on top due to the Adjacent System.What the Adjacent System means is any stat that is equal to, or adjacent, to your own stat, then that person is considered a neutral combatant, and neither Shinobi gains an advantage. For example, lets compare the Stamina and Control of these two ninja...

Please note that Shinobi B's Stamina is just outside the adjacent margins of Shinobi A. This means that at anytime in the fight if it comes down to hand-to-hand combat that the medical Shinobi will be at a disadvantage.

Now if we were to compare the two Shinobi's Control is appears that the Taijutsu specialist's level of control is adjacent to the Medical ninja. What this means is that since the Shinobi's level of control is either equal, or adjacent, to his opponents, then that means that both Shinobi are on the same fighting level. So if these two Shinobi got into a battle of Ninjutsu then neither of them gain an advantage, and it all comes down to the better role player.
Gaining an Advantage
In battle their are numerous ways to gain an advantage over an opponent; easiest one being teamwork. If you are in combat with an opponent who is slightly more proficient than you, bring a teammate along with you. This perk is called, "Strength in Numbers." As long as you are fighting with a fellow ninja the entire squad will recieve +1 in each of their disciplines for the duration of the fight. This does not stack with having extra shinobi fighting with you; whether its 2, or 20, you will still only receive +1 in each discipline.
Other perks will be presented as they become available (Some being 8 Gates, Curse Marks, and Tailed Beasts.)

The Jutsu Learning System
So, as you may have noticed, the leaf village is very young, and has plenty of room to grow. With that being said, we've decided to give our young shinobi a chance to grow by allowing them to learn their own jutsus....yay!
However, there are just a few ground rules we wanna layout before you go spamming all the jutsu there are a few ground rules we have to cover.
Rule 1) You can only learn one jutsu per day (as in every 24 hours) reason we did this is because we don't want you guys to over exert yourself and write one graphic novel of learning everything. Pace yourself, no ninja in Naruto learned a million jutsus in one day, so you shouldn't either.
Rule 2) You can only learn jutsus equivalent to your own level (unless stated otherwise). Since you are young, and very naive, you can only handle the complexity of the jutsus equal to your own level. However, with the help of a higher rank ninja you are capable of learning jutsus one rank higher than yours.
Jutsu Limitations
Since we are now allowing students to learn new jutsus on their own free will we decided that we should put up some limitations. As of today all genin rank ninja can learn a maximum of 15 jutsu. This restraint ensures that if we allow you to learn jutsu freely, then you won't run rampant and learn EVERYTHING. Upon being promoted to the next rank you will be entitled to learning 10 more jutsu, and so on, and so forth.
Why we did this? We feel that it gives everyone a bit more of an equal advantage, as well as augmenting strategy into the RP system. Before hand people would grind all the jutsu, and posses a counter to any, and everything. By limiting your arsenal, we expect shinobi to choose their techniques much more carefully in order to develop a well rounded shinobi. With that being said, this means a shinobi should not only be conscientious of his own battle style, but also how will his techniques contribute with the other techniques of your team. It's nice to be able to stand alone, but in this format it can be better to stand as a team.
TLDR Version...
Genin=15 Jutsu Chunin/Oinin= 25 Jutsu Jounin/Anbu= 35 Jutsu Sannin/Kage= 45 Jutsu
Note: Some Clans and Bloodlines may allow you to exceed this amount. Those clans are in the process of being revised to fit this format.
