Wily has had control of the City for....a very long time.
It has been 5 years since Proto was brought online to make his stand for the City. It...did not end well. So poorly, in fact, that he disappeared and was thought to be dead.
It has been 4 years since Proto made his reappearance as one of Wily's Generals.
2 years ago Flashover started making a stand for the Rebellion, though it had existed in various forms before then.
1 year ago the fateful fire tore through the City, destroying property and lives alike. It is unknown how the fire started.
