Well, here's a few possibilities for it.
1. It could be held at the education center where they set up a special area for it, build some stuff for people to defend and such. Everything in its own thread.
2. It could be townhall like you said, although I think the event would more likely be held at the school.
3. It could be held in the outskirts so there's no risk to damaging the city at all.

Okay, school is much better. They could defend/attack (depending on their teams) the highschool, with different groups holding down different buildings, such as the cafeteria, gym, etc.
