This message solely applies to those of you who have a character in Naruto Ultimate Roleplay who wish to transfer said character over to this guild. Since this is considered a new instance of the Naruto universe you won't be able to have any knowledge of the old world you lived in, you won't have any knowledge of the other villages outside the Leaf Village, and you wouldn't have any knowledge of any of the Tailed Beast outside the Two-Tailed Beast. However, you'll still remember your friends and family if they chose to carry over their character as well.

So in a short verse your old RPC is going to be very very very old. I would love it if you made a fresh new character, and started over. But if you would like to keep your RPC around then I would say make a new RPC and have your old RPC be the parent of your new one. The purpose was to get an entirely fresh start for the guild.
