The Doctor is probably male because can you imagine how awkward it would be if he went to any of his former companions, especially after the Time War? He loved, or was loved, by several of them. Comical as it is, it would be awkward if he met with any of them as a woman. Their feelings don't change whenever the Doctor regenerates. Doctor Who has enough on its plate without having to question whether or not his old companions would have a crisis with their sexuality if he became a she. Plus it would be strange for him to suddenly have the reproductive organs of a woman.

Again, comical, but rather strange when one looks at the issue based on how the people in the Doctor Who universe would take to his becoming a woman. However, a different female Time Lord wouldn't be frowned upon at all.

I've noticed, in the few episodes that I've really watched, that they never mention whether there's a female Time Lord, and hypothetically... if the Doctor and a female Time Lord got together... wouldn't that restart their 'race'? Or if the Doctor and the female Time Lord had kids with their companions who ended up being drawn to one another... (the kids, not the companions, though that might be amusing).

That would be interesting. Though two people cannot save a race. The incest required would cause many genetic disorders that would make extinction that much more painful. But, as seen with River Song, its possible to create something like a Time Lord if a child is made while in the TARDIS. And we've seen, in essence, 1.5 female Time Lords since they started airing the revived series. River Song was human + Time Lord up until she sacrificed her regenerations in order to save the Doctor. Then we saw another female Time Lord near the end of End of Time, when the Doctor was stuck between the Master and the Lord President. One of the two "non-believers" of the Time Lords lowered their hands, and we saw a female face. Plus, in the classic series, I believe one of his companions was a female Time Lord. So, yes, female Time Lords exist, though they are in the same boat as most of the Time Lords, being stuck wherever the Doctors stored them at the end of Day of the Doctor.

I was thinking more about, what would happen if three sisters packed up a bunch of galifreys kids and young adults in to TARDISes and found a abandoned planet to creat a safe haven in.

Actually, in the episode where Sexy(the Tardis) gets a Human body, The Doctor mentions that there was one time lord, that had a Snake tattoo, sometimes liked to be saucy and become a female with some of his Regenerations. He made it sound like is was somewhat Tabboo. Maybe it was Tabboo because of the facts that make most people cringe about Transsexuals.

I believe at first Timelords always stayed the same sex through every regeneration because of the time the show was made. Now, where different sexualities and gender-identifications are well-known and, if not easily accepted, are considered "mainstream", they introduced the idea. I think the general concept now is that there are some Timelords who change sex during regenerations, but about as many as there are trans-gendered/sexual people. Some, but a minority.

It's a matter of how tied to your own identity your physical sex is. Lots of people easily experiment with dress style, hair color, height, even eye color with contacts, but how many people would really change their sex? Lots of people occasionally think it would be interesting/easier/whatever as the other half, but how many men would really change into women beyond thinking "cool, boobs" or some such. And I often consider how many situations would be less complicated as a man (like formal dress), but I don't really want to be one.

So therefore, most Timelords stay the same sex.
