I'll tax purchases and usage of clown cars heavily. Let's see clowns drive around town now.
Yeah, but that wouldn't get rid of the clowns. They could just walk or take public transport. Or have a non-clown drive them around.

Edit after reading maur's post: That is, public transport that caters to everyone, not just clowns.
The only public transport they can ride will be trains. They can stay in the cargo boxes where they can use their loading skills to put 200-500 in one box. Then I can happily transport them to this magical place I've set up just for these clowns. It's a happy place. It will improve their focus.
