Well the Con that I goto is having a mascot contest and the winner gets a free weekend pass along with a free art table. so I'm jumping on this contest. And I need help with it, so far it's only a rough sketch but if you could offer any advice it would be most awesome! Here it is

Hmm.
The outfit design is definitely fitting for an anime mascot, I think. There are a few things like the hearts on the gloves and the little things sticking out around her waist that might not be necessary. I like the heart theme, but the extra stuff makes it seem a little... complicated? My opinion is that if she's going to be a mascot, a simpler, tighter design may be easier for them to replicate later on and easier for people to recognize. I don't know. I think this one's really up to you.
I would suggest fixing her torso. It doesn't have much form to it at all, especially in the waist and hip areas. Although I wouldn't normally advocate it, I also assume that if they want a female mascot they're probably going for "Typical Hot Anime Chick" so there's the possibility of upping her cup size. I'd probably suggest redrawing her breasts anyway to give those more shape, as well. Basically her whole torso needs to look more feminine.
I know the leg that's straight out has that turned in foot thing that a lot of anime artists do with character poses, but I don't think it really works here. Maybe it's just that her foot's turned in too far. It doesn't really look natural or comfortable, even from a stylistic standpoint.
As far as anatomical stuff goes, she's got kind of a long torso, and I think that the leg and arm on the viewer's left side are longer than the ones on our right. I know I wrote a lot, but the problems aren't too difficult to fix. I just have a tendency to ramble.

I'd suspect that her head is slightly too small for an anime mascot. She looks sort of like a human woman there and you can't really have that.
A 10-15% boost in head-size would yield about 20-25% more animeness.

The second one is a big improvement..much less awkward and her feet look more elegant too.

What con is it?
i've seen con mascot contests in the past and it usually seems that the winners are ones that are somehow creatively relevant to the con, either the location or style of the con.
Like i think the mascot or logo for Portland Oregon's Kurico Con used an umbrella in it's design because portland is known as a rainy city and it's something locals identify with.
SakuraCon's mascot used sakura blossoms and a more traditional japanese design to reflect both the name and i think the many japanese cultural events that happen there.
her feet should be bigger if you want to balance her out. right now her hands are really big too.
in real proportions i think it's something like hand = length of face, feet = length of forarm elbow to wrist.

The con is held in winnipeg canada and it's called Ai-kon, which means for the love of anime (Thats why all the hearts).
And I shall do an update on tweeks in just a short while.
