The distance between the Fourth Division of the Gotei 13 and the Rukongai was far too much space- especially due to the fact that it lacked any real forme of transportation. The only earnest way that a person could move from location to location in the area was by foot, and honestly, this wasn't appreciated by the likes of a certain Sagishi Aoi Yinbara [let alone plenty of others likely to be in the very same position as himself]. There had been numerous technological advances made during the period of time in which he was alive, yet, by some coincidence, everyone had somehow refrained from the thought that it might have been a pleasantry to allow for travel that didn't involve having to walk- or use Shunpo, for those who cared enough to waste their stamina. The prospect of this was rather disappointing; the Seireitei was paying too much attention to the World of the Living that they'd already allowed to become a practically demolished landfill, the human species that was likely to have become extinct as a result of failure on the behalf of the Shinigami, and simply the war that should have ended numerous years ago. It was preposterous: Sagishi saw no purpose in having to be put through this continuous effort just to go through the daily routines that were necessary to counter the lack of work that needed to be done. Not a single person could have bothered to have put his division in action, it seemed. The Fourth was in standby as it appeared that their assistance was unnecessary to the cause of the Gotei 13, despite the significance that they represented. There looked to be nothing less than a lack of proper prioritisation in every existent community that the male had to encounter.
With the squadron of which Sagishi knew as the near entirety of his work- and practically a home whose purpose was major in that it had to separate himself further from the life that he'd rather not have to live- being, essentially, out of commission, he was without much to, in actuality, be able to do. The earnest allotted amount of time that he'd to spend was not where it should have been- training with the remainder of his division in the Seireitei-, but instead within the many districts of the Rukongai, performing basic works to entertain and keep himself busy. With it being well-known that the male often wandered off without much of any reason, it wasn't the most curious or suspicious event, and with his level of skill, not many people bothered to point out the fact that he was out of place. The matter that he often returned with items such as explosives, flasks of wine, and other nonsensical objects, however, did emerge some concern in others. Despite this, his time spent was never ceased, as there wasn't much for him to be doing in the division, as of late. If someone required the assistance of Sagishi, then he would be informed. Otherwise, his schedule belonged entirely to himself without a single word from another. This was simply what it had come to with the Fourth Division and, at the current time, he was once again returning to his comrades from the districts of the Rukongai.
Sagishi wasn't the type to rush much of anything that walked across his path. As a result, the distance between the many places that struck his interest in the Rukongai and the Fourth Division [located within the Seireitei] asked of him a decent fifteen minutes to travel, at the least. On occasion, however, it proved to be thirty, to an hour, though rarely any longer; this merely devoured more of the twenty-four hours that were granted to him on a daily basis. The fact that he most often either ventured to the barracks, Jousake's office, or the training grounds proved to be most useful as a result of being the closest to the gates that identified the space between the Rukongai and Seireitei. There wasn't much to see within the Fourth Division, save for the Underground Hospital Complex that he was rarely required to visit. Despite his doctorate's degree in the medical department, it wasn't often that he, of all people, was asked to tend to a patient. It wasn't that he was untrusted, it was merely that he often didn't pay much of the necessary focus to those under his care. Nonetheless, his current destination was the working space of the Captain.
Upon approaching the building, only a small breath of air escaped Sagishi's mouth during a brief pause in his step before he continued to walk. The abode was hardly large, though it was only home to the office of Jousake Hiroshi. With a one-story tall lining of white, adorned by a sheer ruby tone, there wasn't much to see. It was rather basic compared to many other architectural feats made by the Gotei 13, or even the Captain of the Squadron Four. The fact only remained that nearly every member of the Fourth had become well acquainted with its appearance after seeing it dozens of times throughout their time in the division. Wooden and traditional in looks, this was one of the only majorly similar design schemes of the region.
Making his way through the doors, Sagishi encountered the very man who was most likely to be in the room- Jousake Hiroshi, as well as his comrade, Hae Rin Shin. It did, however, require only one glance at the male Shinigami for the Tenth Seat to recognise the fact that the man was likely to have been dozing off during his time, while a certain someone interrupted. The fact that Rin was also in the parameter only strengthened this hypothesis. Allowing his eyes to momentarily shut, a bit of his usual sarcastic smile appeared on his face as the doors behind him closed. Approaching his partner a bit, he jokingly spoke a few words to her that should have avoided the ears of Jousake. "This is a much better rendition of 'Sleeping Beauty'." Upon making this statement, he extended his arm in a greeting manner towards the Captain, only to retract it once more towards the lining of his coat. Removing it in one final motion, a flask of Romanian wine escaped his cover. "Not bad, huh?" He placed it hard on the man's desk without waiting for much of a reply. "I didn't miss anything exciting, did I?" In his sarcastic manner, he knew well that, if anything had happened, there wouldn't be much to it. Perhaps one day people would recognise his acerbic attitude as something a bit more alerting towards the actual lack of work that took place in the Gotei 13.

It had been a rather decent while since Sagishi had last heard from Jousake as, not a friend, but rather the Captain of the entirety of the Fourth Division. This shouldn't have been surprising to a single soul who was aware of their surroundings enough to differentiate black from white. In either confrontation, there was a lacking amount of conversation to be had- in these times, if a person was not within a same relief squad as another, the two would rarely make contact. This applied for everyone. Whether a person be a close mate mattered not; discussion took place only if two persons were to work together in training, or any other supposedly "relevant" matter claimed by unknown standards. This, of course, brought people such as shared seats in the Sword and Shield Initiative closer- the tenth included-, though that bluntly spoke the large majority of what minimalistic socialisation was to be had amongst others. Chances were already that Rin and Sagishi spent much of their time alongside the other, and with the lack of activity, there hadn't been a great deal left for the members of the division to do. Work was no longer work, and seemed to have transformed into clueless lounging. As it appeared, even the Captain and Lieutenants were at a standstill in regards to participation in the current event. Due to this, it was only natural that a person's schedule would be continuously altered and changed to fit whatever desires they so felt at the time. In the mind of Sagishi, this meant that he was capable of leaving the vicinity whenever it was that he pleased to do so, making ventures towards the Rukongai and other areas for whichever whimsical plans he'd made. Perhaps even drag another along with him, if he so pleased. That was the lazy freedom that had been assigned to him, as well as every other among him, by those in command of the operation- the system lain in the very palm of their hands.
What had come of the poor attention was a hiatus that the Gotei Thirteen had placed the squadron under, and as a result, there hadn't been much to be spoken in either case. The matter at hand was not considered as such, otherwise a certain division would be set to their field of intelligence, as opposed to finding their own way through the faulty system that was given to them. Attempts to be made, but often failed, nonetheless. Work had boiled down to training by those who cared enough to listen to their authoritative figures- Sagishi certainly not being one, and perhaps not his partner, either [influences not always to be considered healthy in a person's life]-, in case it ever arose that someone would find the intellect to allow one of the most significant divisions to attend to the matters that required their attention. This was all that was to be found if one was to ask of the whatabouts of the Fourth, if any unlikely [and perhaps non-existent] soul had cared to do so. The matter of news simply ranged from "the war front hasn't changed..." to "... not yet more news on the Time Rogues". This was simply all that there was to it: lack of information. People proved nothing more than ignorance. If there was ever a person to inquire as to what it was that Sagishi had learned in his five hundred forty seven years of life, this was precisely what he would claim. This was a fact that he detested greatly.
Not to his surprise, it didn't appear that Jousake was very expecting of the arrival of his second tenth seat. In the times at hand, it wasn't often that one would simply visit another. Granted, this specific squad member didn't pay any mind to what it was that his higher-ups advised of him. Nonetheless, there was no punishment, which gave him no reason to cease his actions. Jousake had yet to speak, at the very least. Surely, this was to the expectations of Sagishi. The man was lax, and as a side factor, the two were technically family, or so the law stated. This gave a certain subordinate more flexibility with the rules that he didn't feel like following, without receiving much of any difficulty in doing- or, not doing- such. Freedom was something that the male enjoyed to have- to an extent, at the very least. Being in what position that he was in, this was something easily attainable by whatever means it was that he felt like acquiring it. This was simply this, and nothing more.
Returning his attention once again to the Captain, there was a blank pause in his appearance, before thoughts continued to roam through the male's mind. What must have escaped the attention of the man was the fact that the other Tenth Seat was already in his midst. A miscalculation, but enough for Sagishi to present a jokingly placed roll of the eyes before speaking. "I came here looking for a certain someone," he gestured towards Rin, prior to placing his free hand upon her shoulder, "so that we could return to the training due some..." with his voice trailing off from its usual softness, he took a moment of unrealistic contemplation before carrying onwards, "time ago." Of course, he knew that it had been at least days hence, but that didn't matter much. He merely didn't care about when something was due, nor what it was that was to be completed. Perhaps Rin had reminded him at some point or another, but it was a detail that would easily slip away from his grasp.
Without much of any time to react to the words of his partner, a crack sounded from whence Sagishi had just come. It did not require his rotating to the opposite direction to identify the source of the sound. It was clear to him, at this point in time [after having spent many years in the place], that most of these random occurrences of energy- whether it be negative or positive [though, in his mind, often the former more so than the latter]- were caused by the head of the Fourth's prized Underground Hospital Complex, though better known as merely the "U.H.C.". If his hypothesis was right- which it had a tendency of being- the woman wasn't in the brightest of moods. This, however, was a simple target for the pleasure of Sagishi. It was only in his nature to expose the flaws found in others, and that was what he enjoyed. Not many took him seriously, and he far preferred it that way.
With Tanka Hollow now having walked past both himself and his comrade, the male watched distantly as she displayed her now evident furiosity towards the Captain of the Division. To Sagishi's intrigue, presenting an inquiry on... Cameras. Perhaps he'd have some time to spare before heading out once again with Rin. There was no shame in poking fun- it was what he did. Whether or not the Director of the U.H.C. cared for it mattered not to him. "For what purpose do you need cameras?" he began, subtly introducing the topic, "You are blind, are you not?" Granted, it was true that the woman worked well, despite her circumstance, and chances were that this had some involvement behind her sudden outburst. Nonetheless, it meant nothing in that Sagishi remained capable of poking fun at those whom he enjoyed observing. Her current care or carelessness would, inevitably, only determine how long the male would stay.
