Pandorum is very particular about who they let in their colony. Here there's no room for the homeless or the average Joe. So how do shinobi make it here?
Well, somebody has to play the whipping boy! Shinobi more or less make sure the place stays safe and well kept on supplies, thus earn their keep here for those who don't really have the funds to be here, you MUST have skill, or something that makes you worth keeping in a place like this.
(As a shinobi it is forbidden to speak to civilians about your line of work for they live in what we call a "bubble world" and want to make sure people are not reminded of the horrid state of the land outside of Pandorum's walls. We want sheeple to stay sheeple.
