I've been thinking of a new version of PCM since before we removed it. After chatting with Hado earlier about it, I decided to go ahead and write up the basics of it. So far I pretty much just have some stages and a basic explanation written out. Figure I'll let you look at it and depending on responses, see where to go from there, if at all.
If unclear without any jutsu, the basis of this is in creating objects from chakra, starting with very simple shapes and getting more complicated from there. Most of the jutsu will likely scale in power, as the first stage jutsu will probably be usable as barrier objects and such, while higher stages add more features. I figure the final stage will have the ability to create fake people or animals which can move about on their own like clones, with the way it scales in complication.

In this world, there are many abilities using chakra, in all forms. Bloodlines use chakra to unlock unique abilities within their genes. Clans use chakra to form unique effects taught only within their clan. Elements specifically get a lot of focus in the ninja world, as they old the most variety. Control of nature itself is a powerful and respected ability.
Those of the Pure Chakra manipulation bloodline, are those who do not fit any of those classes. Born without the ability to control elemental chakra, they instead rely entirely on the second shinobi art. Shape Manipulation. The ability to change the physical form of chakra, instead of it's element. Most shinobi use that art only as an augmentation of their elemental ninjutsu, these shinobi however, perfected it's use to unheard of levels.
Benefits & Penalties
① Cannot have any elements.
② Must have Chakra Control Type.
③ Bloodline Jutsu all cost one rank higher.
④ All members, including the Head, have a +3/10 Base Chakra Modifier instead of the default.
⑤ There is no “Freeform” ability. All creations must be jutsu.
Description: When a user of Pure Chakra Manipulation first begins their training, they do so by learning to create basic forms, such as cubes, spheres, triangles, and flat planes. At this stage, geometric shapes are the user's only capability.
Abilities
Description: Once the user has mastered basic shapes, they begin learning to refine and even combine those shapes into slightly more complicated designs, such as weapons like a sword or spear. At this stage of their training, the user can still only create “Static” forms, ones that do not change their shape in any way. A bow for instance, is impossible as it must bend and flex.
How to obtain:
① Must have mastered all Stage One jutsu.
② Must have used all Stage One jutsu (In appropriate context) at least twice each.
Abilities
Description: With the user having mastered simple forms, they begin to move on to mechanics, that is, making objects that move. In this stage, that is restricted to adding flexibility to forms, or making items that move mechanically, such as by the use of gears and other mechanical parts. Even these mechanical objects cannot move on their own, and require some source of mechanical power.
How to obtain:
① Must have mastered all Stage Two jutsu.
② Must have used all Stage Two jutsu (In appropriate context) at least twice each.
Abilities
Description: With their new found mastery of basic mechanics, the user is able to delve into more complicated forms. (Puppets? Autonomous motion? Unsure whether to finalize in this stage or continue with one more.)
How to obtain:
① Must have mastered all Stage Three jutsu.
② Must have used all Stage Three jutsu (In appropriate context) at least twice each.
③ Must be at least Chuunin.
