Surprisingly, this place survived the best, actually rebuilding and thriving. Restaurants and the like are found, often open and closed at alternate times of day. Places like McDonalds are open at daytime whilst posher restaurants to dine at are found open at night.
This area is exclusive to Deadmen, and therefore Normals can enter only if they are a Deadman, with a Deadman or sneaking in. (And this means actual sneaking, no walking in and calling it sneaking.)
