When World War 1 began, the American government started a top secret project. They called it Project Patriotism in public. The goal of this project was to create a super soldier. A man worth one hundred soldiers. This project was never finished in time before the end of the war but it was never halted. By the time World War 2 rolled around, Project Patriotism was nearly finished and in a years time the world's first meta human was born. This man would be forever known as Sir Freedom and his time as a hero was abruptly ended when he tried to stop the atomic bomb that was dropped on Hiroshima.

While the American government considered the project as failure in the end, the company in charge of the project considered it a huge success in the terms of advancing the human species as a whole. They saw the potential in having super humans being present in every day life. Thus, the Human Genome Advancement Lab was founded. Jump to the modern day, HGA Labs has been highly successful in improving upon the human genome and altering the body and mind to put ordinary people at super human levels. Most heroes who save the world today are a result of their willingness to volunteer for the program and the extensive research that went in to their serums.

This has not been without it's consequences. Serums have been stolen, other companies have risen, stealing research and conducting research of their own. Sometimes, this has produced good super humans but more often than not this has given rise to terrible super villains and violent mutants.

Of course, not all of the heroes and villains around today were a result of scientific experiments and mutations. Some have a mastery over magic and can call upon mystical forces. Some have turned to technology to augment themselves or craft the equipment to tackle all sorts of threats big and small.

But, our story isn't centered around the actions of heroes or villains. Instead, we focus on five individuals. Vigilantes to be exact, those who take justice into their own hands. These five people, who changed the world as we know, this is their story...

Before we get to the start of the story you need to know the recent events.


Welcome to Vigil City, home to America's largest population of Heroes (and Villains).
It's a great town if you don't mind the occasional fight between super powered beings.
Or the occasional villainous mastermind trying to take over the city.
With so many heroes about and a top notch police force cracking down on crime it's really a safe place to live.

The group known as the Freedom Armada runs the show for heroes.
A team of three great heroes who once saved the city from utter annihilation. These heroes are Captain Ace, Spellbinder, and Technic Cole.
With those three running the show for all heroes, the city is relatively low on crime.
Sure there's a robbery here and there and perhaps the occasional murder.
But, these crimes are swiftly dealt with by the Freedom Armada and the VCPD.

Speaking of the VCPD, Officer Markus "Johnny Law" Crow is the Chief or Police.
During his time as Chief of Police, crime has come to all but disappear.
He's increased the police force, number of patrols, got them better training, and equipment.
Yet, it's a little known fact old Johnny Law doesn't care much of the capes.
Chief Markus intends on improving the VCPD until they are capable of tackling super human threats without the aid of Heroes.
This has gotten mixed reviews by the public. Some people, even some heroes think that such a thing may be good for the city.
Others disagree and believe heroes are as every bit important for the safety of civilians as the police are.
It matters little, Officer Markus intends to see this goal realized one way or another.

It's the second term of Johnny Law's run as Chief of Police and crime seems to be on the rise.
Criminal organizations have sprung up all over and a new crop of super villains are on the rise.
Both the VCPD and the Freedom Armada have their hands full.
Naturally, Officer Markus has taken to blaming the heroes and running a small smear campaign against them.
But, amidst all the chaos of Good versus Evil another group has risen through the cracks.

This group is known as the Warband. Five super humans all working together to rid the town of crime.
However, neither heroes of the VCPD like this group.
Since the Warband hit the streets a number of the small time gangs that started were shutdown, six feet under the ground.
They murder the murderers, set fire to the arsonists, and decapitate the evil masterminds.
Many fear this new group, seeing them only as super powered psychopaths.
A small few idolize this group, viewing their extreme methods of stopping crime a good thing.
Heroes, Villains, and VCPD alike despise this group entirely.















So here is where our story starts.

Old Johnny Law was forced to make his move.
Following the Warband's exploits of killing criminals, Johnny Law began pushing for new laws.
These laws would force all super powered people to register their real name, alias, and powers with the Department of Justice.
Failure to comply with the new law meant prison for that person and any who helped to hide that person.
A new person was made, one specifically built to contain super-humans.
The VCPD also got new equipment designed to nullify super-powers.
Officer Markus also demanded full cooperation from the Freedom Armada. Heroes couldn't make a move without his say so.
Vigil City had nearly become a police state.
With all this new gear and the heroes under his foot, nothing would stop him from ridding the city of the 'freaks' he so despised.

Until the Warband took the fight to them.

The People You Need to Know

Beware the skull of the bull as it's the mark of the Warband. Various areas are tattooed with this graffiti as a statement meaning that the area is under the jurisdiction of the Warband. While they have no legal claim over any of these areas, it is stalked upon thoroughly by the five members of the group. Criminals and VCPD loyalist are driven out, the former are usually killed depending on their crime.

Their methods may seem barbaric to most, and this may be in due part to the leader, but it is the group's belief that the most vile of criminals should be put down for their crimes against their fellow man. They understand that at the end of the day, the same could apply to them. The only thing they believe makes them stand above criminals is their rule to never to harm innocent people. It's a rule they've followed well so far.

They strongly oppose Officer Markus. They view his plans like they are just as vile and cruel as they villains he tries to lock away. To them, removing the freedoms of heroes is just as wicked an act as murdering a person, if not worse. Johnny Law is not their only problem. The Warband is forced to deal with the heroes as they are often set against them. And of course, villains would rather see this group gone as well.

The Freedom Armada

User ImageThe Freedom Armada use to be a name spoken with high regards and esteem. Now this group is effectively crushed under the boot of Johnny Law. They are little more than an extension of the VCPD and one rarely used at that. The only time they ever get to see any action is against the Warband and some suspect it's only in hopes they lose their lives against the vigilante group. If they win, Officer Markus gets to take the credit and the Armada is no better off than they are now. If they lose, not only are they dead but more civilian's end up siding with Markus' cause. Captain Ace and his crew are torn between upholding the laws they choose to protect and keeping the title of heroes or siding with the Warband in hopes to end Johnny Law's police state.

The Vigil City Police Department

A super police force under Officer Markus' lead. They're like any other police force but with the additional task of detaining super powered individuals should they step out of line in accordance to the law. They are armed with the latest technology designed to handle your typical thug with great ease and to make tackling a super much easier. The devices and weapons they care can nullify super powers through some process currently unknown to the public. All anyone knows is that it works and it works well. Any crime committed under their watch is treated with extreme prejudice.

Markus "Johnny Law" Crow runs the whole show. Since the Warband's arrival his hatred for super powered individuals has done nothing but skyrocket. He views the Warband as a serious threat to his goals but has since played it cool to anyone who'd ask. Though with the way things are going, he sees his goals of an ideal city almost realized. All he was to do is get rid of the Warband and every other super powered freak in the city. It's a tough plan to pull off but he's sure he can make the whole thing work for him.

No DC, Marvel, City of Heroes/Villains, or Champions canon characters. What this means is if your blatantly take a character from any of those lores or universes is unacceptable. I don't want to see any Supermans, Wolverines, Thors, Statesmans, or Defenders. It is okay to draw inspiration from any of those characters in making your own, just try and make your character original. I'd also refrain from using their likeness for your character appearances.

When Applying For Important Roles*
*Go down to the profiles section, pick the character you'd like, and copy what's there. Then, fill out anything that wasn't already filled in for the character you wish to play. Personally, I don't like making premade characters but there are some things that are vital to these roles. Take what's already provide and make it your own but don't change what's already there. Expand on it. I feel that you, as the player, would have more fun playing the role you choose if you got to make up most of the character.

Concerning the Power/Trait/Gadget Lines.
To fill out these lines, first select whether it's a power, a trait, or a gadget. You can choose to have all three of one or a mix of any but three is your limit.

Power: Anything that can't normally be done by a regular human being. This can be magic, flight, pyrokinesis, telekinesis, super strength, speed, endurance etc.

Trait: Maybe you're just a well trained human and you've developed a skill to near super human levels or you're just naturally that good, traits put you above your average civilian and into the ranks of super heroes. Things like enhanced strength and speed, superb sight or hearing, excellent acrobatic skills, etc.

Gadget: Not every hero has a super power. Sometimes gadgets put you up in those ranks. If it's something tech related giving you super human abilities be sure to put it down and explain what it does.


Concerning Race
I understand comics and games revolving around super heroes and the like often have aliens, multiverses, fantasy creatures of all kinds. If you would like to allude to your character no exactly being human that's fine. Simply put Meta Human? in your Race line. Do try to hint at their lack of human DNA however.

The reason for this is because I've a number of events I want our characters to go through, some of these will include being invaded by aliens or aliens making their existence known to all of the world, the creation or release of supernatural creatures such as vampires, werewolves, demon-like and angel-like creatures. When the time comes, I will allow you to reveal your characters species.

Outlook: Rothgar sees the city turning into a giant hell hole under Markus' police state. While Markus hasn't officially said it, Rothgar believes Markus is trying to start an all out war against super humans. He finds Markus' actions against super powered humans and the Freedom Armada revolting, worse than any criminal he's come up against.
Origin: Natural/Magic
Power: Pyrokinesis, creating, bending, and shaping fire to his will.
Trait: Enhanced strength. He's a muscular man to begin with but his punches pack and extra whallop. He can lift most small vehicles.
Trait: Enhanced Healing. Rothgar recovers from wounds a lot faster than most other people. What would be a broken bone for a month only takes a week from him to be healed and ready to go again.
Weapons: Various throwing knives, a greatsword, and a longsword.
Personality: Rothgar shows about as much emotion as a brick wall and is twice as stubborn as one. His spectrum of displayed emotions ranges from disapproval, to apathy, to anger and rage. Often, he's a calm and collected individual. He plans his actions carefully. However, when it comes to a fight Rothgar almost becomes another person entirely. He's a man who thrives in conflict and strife. If there was ever a moment you could say he was having fun, it was in the middle of an intense fight. There's a monstrous side to this however. Rothgar occasionally gets carried away, especially when angered. He goes berserk and doesn't quit until his enemy is dead before him. In this mindset, pain and death are tossed aside to reckless abandon.
History: It is unknown where this man came from. There's no medical records, no social security number, nothing to prove he ever existed at all in the world. Some are not even sure he's entirely human. What is known is that Rothgar is indeed a Meta Human. Though he has proven that he exist through his course of actions with the Warband. When he arrived in Vigil City during Markus' first term as Chief of Police, he took to the underground and the lower class population to recruit skilled talent. That skilled talent makes up the Warband as it's known today. Though, even his crew know little about him. He's said nothing other than what they needed to know. That change was coming, that the rights and lives of everyone, not just super humans, were in danger. During his time as leader, Rothgar has slain countless criminals, targeting the ones who do the most vile of crimes. From serial killers, to arsonist, to those who've done much, much worse. He spares not his blade from their neck depending on their crime.

Outlook: Markus despises all super humans. He believes they are dangerous, that the heroes impeded on the jobs of hard working law enforcement officials like himself, and that they can't be trusted. Markus believes that one day the so called "Heroes" in the Freedom Armada will try to take over the country and enacted a plan to crush them thoroughly and bend them to his will. That was done, but the only problem he has now is the Warband. Fortunately for them, they're such a violent and barbaric group that he can easily convince the public they are dangerous psychopaths.

Trait: Special Ops Training: He wasn't always a law man. He use to work for the military way back when and picked up a few useful skills during. A mix of martial arts and plain old dirty fighting.
Gadget: Power Suit: This specially made suit is near invulnerable. Bullets are nothing to the specially made steel. It gives him enhanced strength and speed, enough to tackle any super human.
Gadget: Heads Up Display: A holographic image displays details about everything in front of him in the form of a screen in front of his face. It's made of hard light so it's also protective.
Weapons: Tech Knuckles: Markus prefers to fight with his fist. These knuckles were made to have two settings. One to nullify super powers, another to send to pulse of kinetic energy through whatever he hits. The latter setting can really do some damage.
