Shinigami are placed into Squad according to speciality in a certain field.
The following are the roles in the Gotei Thirteen:
Squad One - Command Center/Front-Line Combat Squad Two - Law Enforcement/Secret Services Squad Three - Gate Patrol/Rukongai Protection Squad Four - Healing/Medical Assistance Squad Five - Kidou Specialist Squad Six - Law Enforcement/Human World Protection/Foreign Escort Squad Seven - Blacksmiths/Engineering Squad Eight - Weaponry Specialists/Entertainment Squad Nine - Counter Intelligence/Hollow Maintenance/Second-Line Defense Squad Ten - Investigation Specialists/Second-Line Defense Squad Eleven - Front-Line Combat Specialists Squad Twelve - Research & Development Squad Thirteen - Diplomatic Affairs/Central 46 Affiliate
With each Squad having a specified duty, it is common for members of several Squads to be put into a team and sent on missions. An arrest is to be made by Squad Two, or by a high ranking officer. Captains are considered the most skilled at each assigned duty of their respected Squad.

With each Squad comes different responsibilities. The Gotei functions as the main defense and offense of Soul Society. The respected Squads have been assigned to fully carry out a certain duty for the good of the Humans, Rukongai, and Seiretei. Here is a more detailed breakdown of said duties.
Squad One - Central Command Center
Squad One is the Captain-Commander's squadron. These officers are comprised of primarily elder soldiers of Seiretei that are assigned to leadership tasks. The Captain-Commander himself/herself is in charge of making overall decisions for the Gotei and for Soul Society's protection. In time of battle, Squad One officers will remain on the offensive line rather than the defensive. They are assigned to making sure every other Squad is carrying out their duties completely. The Five-En Coalition is the elite swords of this Squad which the Captain-Commander leads. Squad Two - Law Enforcement/Secret Services
Squad Two is the Secret Services of Soul Society. Because the Captain of the 2nd Division also leads the OnmitsukidÅ, the 2nd Division's duties are directly tied in with the OnmitsukidÅ, each of the top 5 seated officers is in charge of a certain division of the Special Forces. At this time, it is known that the Captain is in charge of the Executive Militia, the Lieutenant is in charge of the Patrol Unit, and the 3rd Seat is in charge of the Detention Unit. Members are tasked with assassination, policing, detention, and message courtiering. Squad Three - Gate Patrol/Rukongai Protection
Squad 3 has been assigned to patrolling and protecting the Four Great Gates of Seireitei. When an intruder has been detected, Squad Three will be the first Squad at the gates to arrest them. They also work alongside the Gate Keepers [robotic giantd built by 7th Squad]. This Squad also has the task of patrolling Rukongai for any dangerous activity that may arise. If a criminal is to appear, the Squadron may attack or apprehend this person until Squad Six or Two arrive to arrest them. Squad Four - Medical Assistance
Functioning as the medical branch of the Gotei, Squad Four has one of the most heavily dependent roles. This Squad only has 500 members to it, a change made by former Captain Jousake Hiroshi. This Squad is in charge of treating the injured and keeping Seiretei clean. Captain Jousake Hiroshi established the Sword & Shield Initiative. Half of the Squad specialises in swordsmanship, while the other half are master healers.
Squad Five - Kido Specialists
Squad Five are the Kido Specialists of Soul Society. These ofdicers are the most skilled at Kido, and are trained to activate higher level Kido by the Captain. Squad Five is combined with the Kido Corps. The Squad rely on their Zanpakuto and Kido, while the Kido Corps. don't. The Captain of Squad Five is considered the most skilled Kido user in all Soul Society. They function as Kido Commander in Chief and operate in complete secrecy. Squad Six - Law Enforcement/Human World Protection/Foreign Escort
Squad Six functions as the face of the Justice system in Soul Society. This Squad is the role model squad in a sense. Squad Six is known for their high moral code of following the law strictly. In times of arrest, criminals are to be held in Squad Six's cell quarters. Criminals are escorted by Six members as well. When an official of Soul Society requires a foreign escort, Squad Six is assigned to them. A high ranked official of this Squad is to lead the escort. Squad Seven - Blacksmiths/Engineering
Squad Seven constructs mainly all of Soul Society's inventions ranging from Seiretei's protective gates to the blade of Sogyoku's Hill. The Captain is in charge of all major inventions assigned from the Captain-Commander. Because of their workforce, they have been given the second largest compound of Seiretei steaming into the lower underground regions. Only skilled inventors are accepted into this Squad. Squad Eight - Entertainment/Weaponry Specialists
Squad Eight is in charge of training officers to use the inventions built by Squad Seven. They usually are the ones to use these inventions in time of war. Squad Eight officers are skilled in various weapon types as well. The Captain is considered the most skilled with the different weapon types. In terms of entertainment, Squad Eight takes the cake. This Squad is known to host all of Seiretei's "fun events" ranging from their famous sake bar to their infamous night clubs. Squad Nine - Counter Intelligence/Hollow Maintenance/Second-Line Defense
The 9th Division prevents information from leaking, as well as information being stolen. Their shinigami work close with the 12th Division research facility, to protect it from outside influence. They also prevent important information from leaking into Rukongai, especially information that could cause an uproar or mass panic. Adding to this, they are also in charge of dealing with tactics and warfare against intelligent beings and massive hollow gatherings, and are the ones responsible for any counter tactics when Seireitei is under attack. 9th Division is also in charge of the memory-replacing that has to be done after shinigami fight in the living world.
Squad Nine is tasked with hollow maintenance. They take on the larger outbreaks. When an outbreak of Hollows arises, this Squad is sent out first to dispatch them. If the outbreak is in the Human World, they're sent with Squad Six, and if it's Rukongai they're sent with Three. These officers also serve as second-line defense in times of war. They protect Soul Society while the other Squads charge on offense. Squad Ten - Investigation Specialists/Second-Line Defense
Squad Ten works closely with Squad Two. They are sent out to investigate strange occurrences in the various worlds. They are the detectives of Soul Society. Just like Squad Nine, this Squad also defends Soul Society in times of war on the defensive.
Squad Eleven - Front-Line Combat Specialists
Squad Eleven are the main fighting force of Soul Society. Along with Squad One, they take the front-line offense when in times of war. Squad Eleven trains to better their arts of the sword. They don't focus on Kido like Squad Five. The title of "Kenpachi" is given to the Reaper who is the most powerful swordsman in all of Soul Society. They also function as the Captain of this Squad. So far, there have only been two Kenpachi. Both are currently alive. One gains the title by defeating the former Kenpachi by trial-of-combat. The Kenpachi must be slain or, which is unpopular, through the proficiency test. Squad Twelve - Research & Development
Squad Twelve is in charge of all scientific duties in Soul Society. As such technological and scientific research has become the full measure of what the division involves itself in primarily. Members are tasked with research and collection of data and samples. Squad Thirteen - Diplomatic Affairs/Central 46 Affiliate
Squad Thirteen is in charge of dealing with the political decisions in Soul Society. Because of this, the Captain works closely with the Captain-Commander. When Central 46 issues a decision, Thirteen is in charge of delivering the news to the various Squads.
