Highwater Pinacle is equally owned by the guild of Magic and Technology as well as the guild of preservation and equality. Highwater is an almost mythical location to even the people of Occulas, as it is unique and like no other place, anywhere. As though the the entire land was underwater but there was no water to begin with. The very air is magic, and sprouting with life, causing flying machines to be unable to work, and thus new transport had to be invented with the help of Castayu Del'yir. Everything, is as though it is underwater, and an enchantment on the land assures that anything that requires to float, stays floating, but anything like people and objects, does not.
Highwater proves to confuse many, even those amongst Arcaz Sovereignty, but it is truely spectacular to the eye, and holds wonders beyond imaginable.
