I think, now mind you, this is my opinion, but, I think they didn't want someone "scary" looking. No: I do not believe she is scary looking. In fact, I tried to create an avatar for her in Senshi form. But, maybe them, the "head hanchos"/marketing team didn't think it was wise to put up a scary character. Also, I think she wouldn't pass because she is not royal by birth and it wasn't indicated that she and Jack got married. And even if they did, she'd be considered Queen, seeing as Jack is the Pumpkin King.
