It also depends on how much of that Romani side shows, considering she's technically half. Instead of being entirely olive, I always picture Setsuna's complexion coupled with a slight underlying reddish hue, much like her tan in the anime.
If you look at Lead Crow next to Setsuna in the anime you can really see the difference. Lead Crow is darker than Setsuna. You can tell Lead Crow is a bit more on the orange side here.* *
*  * Depends on the side of view we are talking about. Genetically speaking, Setsuna probably would inherent her father traits (not all do in some cases) I think the olive skin would more dominate lets say her mother has white colored skin (as an example since we know nothing about Setsuna's mother or if she has one) Iron Crow on the other hand seems to have a reddish brown skin like you mentioned, she could be either African, East Indian, Western Asian (Middle East region), or Native American decent. It's hard to determine things like this in animation since hues are entirely different (if you read about CMYK color model and other colors for media you would get my drift) as it would be in real life so to speak.

Which is exactly why we have no way of knowing unless Naoko-sama drops us hints.
Technically, we don't even know who Setsuna's father is anyway. There is no mention of her family anywhere except in the manga when she agrees to raise Hotaru with the Outers. The only mention of Chronos maybe being a part of her family appears in the Sera Myu Musicals in one lyric "Chronos's blood flows through me." in the song Forbidden Hades which could mean anything really, whether he's her father, or ancestor or whether something was lost in the translation.
Whatever Pluto and Lead Crow's real/full nationalities, we'll just have to keep guessing. At least, at the end of the day, at least we know that they're Japanese. ^0^

One thing to keep in mind is that Lead Crow is from another planet altogether, which Galaxia destroyed.

Setsuna Meioh Tiger I second that. I've always taken Setsuna's skin color seriously, being picky with details as I am. Naoko Takeuchi clearly stated that Setsuna is half-Romani. (Not that we should fall prey to stereotypes and skin colors.) but that's how she wants Pluto to look. Whatever Naoko-sama says, goes. * * Where did she say this? I have the original Materials Collection and it says nothing about this.

Actually, in the manga, Chibiusa says "the father of the guardian" when referring to Chronos when she uses the Time Key. "Moribito no chichi." This is a direct translation.
