Arc effects 6/27/13

Due to the recent increase in UHV presence in the city, tensions are high. More brawls break out, disorderly conduct, and random search and seizures happen, causing even more bouts to occur between the UHV law enforcement and the regular ordinary citizens. Ninja are not usually hassled, but that may be subject to change.
