((Kitomyx, here. Sorry to take so long to respond. Rocket Shadow would not respond positively to this idea at all. He is a very stubborn individual who would not grant his loyalty and trust to anyone so lightly, particularly when it comes to criminal organizations.
He had a hard enough time adjusting to the community of Team Rocket, so it would be difficult for him to also accept other criminal team ideals, especially because he kind of joined TR out of necessary circumstance (he was homeless and they provided him with a job, food, and shelter at the age of 16).
There's no way he'd be willing to switch his loyalty to another team(s) so easily, particularly since Team Rocket itself would resist the alliance. He would probably admire the Rocket organization all the more for standing their ground and remaining individual from the other teams while the others succumb to the larger power.))

Bouncy_Pineapple I would think that if you'd really want this idea to work, there should be less team members that are willing to stick with the original team. Maybe there was a serious game changing that makes the team join together, otherwise they would get arrested/killed/disbanded. Like maybe some undercover officers sniffed out their bases, which leads to a raid that sets their operations back to square one? And if they don't band together then the police will be able to pick them off? I dunno, just my thought. @_@ Only one current non-Rocket wants to stay with their team. All the Rockets want to stay with TR, which is fine because TR will stay separate from TF.

Is it? I thought you were pushing to have TR integrated with TF. Either way is fine with me though, since I have no criminal characters~ Yet.

Yeah, the majority of people preferred TR to stay separate, so the current plan is to have TR stay its own group and everyone else merge into TF to consolidate their resources. Two groups in Zatao is still much easier to plan for than 5 and counting, plus we can have TR vs. TF vs. The World plots.
