The Allied forces was founded during the Fourth Shinobi war, joining Lightning, Water, Earth, Wind, Fire and the Land of Iron together. The five daimyo gave the hidden villages power, officially making the Shinobi Allied Forces. Mifune had appointed the fourth raikage as the supreme leader of the alliance, and the other kages agreed. Mifune designed a new forehead protector for the alliance, baring the kanji shinobi on it's plate to show that the hidden village were serving and united under the same banner instead of being sepparated with the marks of their own village.
Starting, the Allied forces had a total of 80,000 people. The army was halfed on the first day of battle. The headquarters is located on the coast of the Land of Lightning- South-East of Kumogakure. The nin were broken up in divisions based on their abilities on similarity. The divisions were/are:

The Surprise Attack Division: Previously lead by Kankuro- it's captain
Logistical Support and Medical Division: Previously lead by Shizune
Intelligence Division: Previously lead by Inoichi Yamanaka
Sensor Division: Previously lead by Ao
Great Battle Regiment:
First Division: Mid-Range Battle Division: It's former commander was Darui
Second Division: Short-Range Battle Division: Formerly lead by Kitsuchi
Third Division: Short-to-Mid-Range Battle Division: Previously commanded by Kakashi
Fourth Division: Long-Range Battle Division: It's former commander: Gaara, and former proxy commander: Shikamaru
Fifth Division: Special Battle Division: Was commanded by Mifune.
