im pretty sure werebear is from the monster mod and since it isnt vanilla you cant become one. i think its from the monster mod..

Actually from what I read, werebears are part of the new DLC Dragonborn, although I do not know if you can become one.

iAlex Rawr You can't figure out how to become one if it's impossible. That seems kinda rude.... As for the question no you cannot become a wearbear as of yet my hopes is that they bring some other were creatures of lore back and make them all possible such as weresharks.

Well, there's no real lore or science on how one become a werebear. I believe that because of this we can't readily assume that'd you'd get infected like you would with a werewolf. Perhaps methods and circumstances are different and because of this it wasn't included in the game. Or even more spiritual, maybe the nature of werebears is not ruled under any deadric or aedric force and therefore is irrelevant to the player to become one. Once again, this gives the developers a reason to leave this transformation out of question. Plus, I think it'd be the same thing as being a werewolf except you'd tear trees apart for honey and not humans for their guts.

Any were- type beast is probably affiliated with Hircine, Daedric Prince of the Hunt. In a loading screen, it says Solstheim has always been under the influence of Hircine, which we can presume is saying werebears are Hircine's.
Also, in real life, like wolves hunt and eat meat. Hence werewolves leveling from killing organic creatures, the same would be said about werebears. In real life, bears also eat meats and will rip animals open. Honey would be kind of irrelevant if they did let you become a werebear.
