As promised, a thread for the suggestion and discussion of new mission ideas. Quite honestly I'm open to anything here. The only thing to really worry about is the rank and difficulty being appropriate. So, yeah, anything you can think of, throw it out there. The current list (At least for Suna) is included as a baseline for how they should be set up in general, but feel free to come up with other methods as well.

E Rank

Generic E Rank
Mission Rank: E
Information: {Client} at {Location} wants {Action}.
How-To-Do: Go to {Location} and {Action}. Four posts at {Location} {Action}.

Pet Walking
Mission Rank: E
Information: {Client} wants their {Pet} walked around the village.
How-To-Do: Go to {Client Location} to pick up the {Pet}, make three posts in different locations walking {Pet}, return pet to {Client}.

Mail Delivery
Mission Rank: E
Information: {Client} needs {Package} delivered to {Location in Village}.
How-To-Do: Post arriving at {Client Location}, post again leaving. Post arriving at {Location}, and post again to deliver {Package}, then return to {Client}.

Trash Cleanup
Mission Rank: E
Information: {Location} is filthy, and people are starting to complain. It needs to be cleaned up.
How-To-Do: Go to {Location} Five posts cleaning and removing trash.

Sprucing Up
Mission Rank: E
Information: {Location} needs to be spruced up to look a little nicer.
How-To-Do: Go to {Location}, five posts sprucing it up.
Note: Can be combined with Trash Cleanup.

Babysitting
Mission Rank: E
Information: {Client} is too busy to take care of their kids, and needs someone to watch them.
How-To-Do: Go to {Client Location}. Five posts taking care of kids.
Note: May contain the elderly. You may post in multiple locations to complete this mission.

D Rank

Generic D Rank
Mission Rank: D
Information: {Client} at {Location} wants {Action}.
How-To-Do: Go to {Location} and {Action}. Six posts at {Location} {Action}.
Note: D Ranks will often have multiple locations or goals.

Pickpocket
Mission Rank: D
Information: There's a pickpocket terrorizing the marketplace, and the vendors want him gone.
How-To-Do: Go to the market and lure out the pickpocket. Once you find him, capture him and deliver him to the ANBU. Five posts to find pickpocket.
Note: Pickpocket NPC must be operated by someone not on the team.

Loose Pet
Mission Rank: D
Information: {Client}'s pet has gotten loose, and they can't catch it themselves, so you get to do it.
How-To-Do: Meet {Client} for more information. At least two posts in different locations to find {Pet}. Three posts to catch {Pet}. Return {Pet} to {Client}.
Warning: Some pets can be dangerous when cornered.

Mail Day
Mission Rank: D
Information: {Kage} has a stack of documents that need to be delivered.
How-To-Do: Report to {Kage}, take documents to eight locations in {Village}
Note: Only official / accessible locations applicable, such as the hospital, village gates, and mission hall.

Demolition
Mission Rank: D
Information: The {Location} hasn't been paying their taxes, so they are being demolished.
How-To-Do: Six posts at {Location} demolishing and three carting away rubble.
Note: Remember to evict the residents first!

Building
Mission Rank: D
Information: A construction crew is understaffed and needs some help getting their work done.
How-To-Do: Go to {Location}. Eight posts assisting construction workers.
Note: Post count may change depending on size or complexity of building.

Water Run
Mission Rank: D
Information: Water is a valuable commodity in Sunagakure, one that is hard to come by. People are willing to pay a lot for some extra.
How-To-Do: Go to the market and get a wagon. The wagon holds three fifty gallon barrels. Take the wagon to the oasis and fill the barrels, then bring them back to the market. One post per barrel. (Arrival and leaving must be separate posts from filling the barrels.)
Note: Requires a team of three genin, or at least one higher ranked escort. Multiple wagons may be taken for extra mission credit, one wagon per team member.

C Rank

Mission Assignment
Mission Rank: C
Information: The mission hall is understaffed right now, and needs workers to pass out missions.
How-To-Do: Go to the mission hall and pass out missions to other RPCs. Must give out at least three missions to complete.
Note: Not recommended when activity is low. Can be done by Genin with 30 or more mission points.

Bandit Clear Out
Mission Rank: C
Information: A bunch of bandits have been spotted in {Location}. They need to be cleared out so they can’t harm the people any longer.
How-To-Do: Post in each location on the way to your destination. Upon entering the area, the team leader will roll a ten sided die to determine how many bandits there are. 1-5, Five bandits. 6-9, Equal number of bandits. 10, A Chuunin and five bandits.
Note: If a ten is rolled, mission counts as B if completed. Bandits must be RP'd by an outside party.

Patrol
Mission Rank: C
Information: The country outside the walls needs to be patrolled regularly to keep track of possible hostile activity.
How-To-Do: Leave the village through the gates and post twice in every location in the country before returning. Roll a ten sided die in every location. If a five is rolled, you spot a bandit camp. In case of a bandit camp, roll again, following the rules of the Bandit Clear Out mission. Each camp defeated is worth an extra C rank credit, unless a ten is rolled, which makes it B.
Note: If an enemy shinobi is already present in the location, do not roll the die. Defeating the enemy ninja will grant credit as dictated in the mission system.

Courier
Mission Rank: C
Information: {Client} needs {Package} delivered to {Location outside Village}.
How-To-Do: Post arriving at {Client Location}, post again leaving. Post arriving at {Location}, and post again to deliver {Package}, then return to {Client}.
Note: Must post in all locations along the way.

Escort
Mission Rank: C
Information: {Client} needs to get to {Location} safely.
How-To-Do: Post at least twice in each location on the way to your destination. Protect the client. In each location, roll a 10 sided die. If a 5 is rolled, three bandits appear. If a 10 is rolled, a chuunin appears.
Note: Round trip counts for two C ranks.

Protection Duty
Mission Rank: C
Information: {Client} needs protection at {Location} from bandits.
How-To-Do: Go to {Location} and protect {Client}. Roll a ten sided die after meeting client. 1-5, Five bandits attack. 6-8, Equal number of bandits. 9, A chuunin and five bandits. 10, two chuunin and four bandits.
Note: May be combined with Escort. If a nine or ten is rolled, counts for a B rank mission.

B Rank

Transport Document
Mission Rank: B
Information: These documents need to get to {Kage}. They have been deemed too sensitive for genin hands, and should be sent by either a jounin or a chuunin team.
How-To-Do: Post at least once in each location on the way to your destination. In each location, roll a ten sided die. 6 or 8, three genin attack. 7, a chuunin attacks. 9, a chuunin and three genin attack. 10, a jounin attacks.

Rogue Clear Out
Mission Rank: B
Information: Rogue ninja have been spotted at {Location}, and need to be taken care of before they become a threat.
How-To-Do: Go to {Location}. Upon arrival roll a 20 sided die. 1-5, Five genin. 6-10, Five genin and six bandits. 11-15, Three genin and two chuunin. 16-19, Four chuunin. 20, Two jounin.

A Rank

Bandit Army
Mission Rank: A
Information: A multitude of bandits have been spotted at {Location}. They need to be cleared out, or they could pose a serious threat.
How-To-Do: Go to {Location}. Upon arrival each team member rolls a 20 sided die. 1-5, Five bandits. 6-10, Equal number bandits. 11-15, Equal number bandits and a chuunin. 16-19, Ten bandits, two chuunin, and a jounin. 20, Equal number bandits and a jounin.
Note: Enemy ninja in this mission count for credit as dictated in the mission system.

Note: All bandits are of D rank level, and possess low chakra, though they are unable to use it. While they are always at D rank, their actual stats may rise or fall according to the wishes of the mission organizer.

How about some missions that involve the villages? For example, one village is given a mission to assassinate a target while another village is given a mission to protect said target? Or joint-village missions!

Those are harder to accomplish, and considering all of the factors, would have to be planned out ahead of time, either by the kages of said villages or the ADT.
