Hm's moves will be learn by the dojo master type. Once get a seal from the dojo Master, they will teach you the HM moves:

Special Move Tutors:
These moves can only be learn by going to the Astuats Ruins. There will be two guarding to test you of your power. Draco Meteor can be learn taught by me, Prof. Etselle. I don't teach this move to any dragon type. You have to show and prove to me that you can learn this move.
