Physical traits: Stands at 6 feet 2 inches...Big broad shoulders...A scar under his right eye. His hair is dyed red.
Personality: Calm and quiet...But when engaged in killing, he is a devious...Loves to torture. If he has no one to harm he will cut him self. He loves the sight of blood.
History: When Gardner was born, he was automatically treated different by his mother. She never hugged or kissed him...Causing Gardner to never develop human affection, such as kindness. So at the age of 10 he committed his first murder...Killing his mother by slicing her throat with a kitchen knife. Later he left home and started making his living by killing and he would usually eat his victems to survive...Gardner is a pyschopath.

Your charges are a bit over-the-top. Mobs are extremely hard to kill, as few weapons are able to hold enough firepower to incapacitate and kill many people swiftly enough to avoid would-be heroes taking them out. Three or four people can pretty easily restrain any one person.
If the 90 are not one mass, it's far too many for a serial killer. Violent killers rarely even make it to thirty, and almost never beyond that without an extraordinary reason, such as having been the head investigator to their own case. A good killer can amass five kills. A truly great serial killer, perhaps twenty. In several years. More than that takes incredible luck, and it will take a lot to convince crew that your (or anyone's) character was capable of more than about fifteen-to-twenty kills.
Shooting at a US president would put you into US detainment. There would be no DW. Even getting a gun near a US president would likely lead to many years in a US prison.
Serial rapists are extremely unsuccessful, usually, since they can be traced by genetic material invariably left on their victims.
One of these feats would be incredible, and absolutely cause for landing in DW. All of them together move your character a little past the comfort zone, as they give possible explanation and cause for godmode-type behaviour later in the RP. Even if you don't utilise the godmode, it might turn people off from RPing with your character, just because theirs can't compare in "achievement" or they fear you might have GM character.

Somewhat confusing. It says he killed 10 15 dogs. That doesn't make any sense.

I just realised that your character is Common. It doesn't need approval. I don't know what I'm on to have started approval processes with it. Sorry about that.
