Mobs automatically swim to the top of any water they encounter. Mind, they do tend to be unlikely to find them.

I don't understand why you think this has anything to do with enemies.
I just want a fortress that, like most fortresses, is excessively difficult to get into.

So I made a sky bridge in the nether.
And a nether portal in my second fortress.

The corresponding nether portal decided to show up smack dab in the middle of the sky bridge. Quite astounding, that.
