If any of you have reached the title of Kage in your respective villages, you must understand a few things.

As a Kage, you are responsible for your entire village IC and OOC and so if a problem does arise the responsibility will fall mostly on you.
Two
You can BUILD your village up. This means adding or destroying preexisting buildings. Whatever you want.
However if you wish to add ranks that are beyond the standard layout we have given you (ANBU for example) you are entitled within believable reason to create the rank by grouping Ninja from an already pre-existing rank; This however does not entitle a member to increased stats.
Three
Every country will behave in a unique manner, its governing body will react in different political ways to situations, this does not mean however that you as a Kage of the Five Great Nations are allowed to commit random acts that can cause war to ensue.
Such acts will be considered attempts at attention seeking, and this is not an aspect we as a guild are looking for; as a Kage you are the embodiment of the country in question, and therefore whatever you say or do will have consequences, so respect that.

Concerns and feedback are welcome, if a member or crew notices that you as a Kage are not running your country in a correct manner and or abusing the power given to you, expect a VC or the Captain to come down swiftly on your actions if the accusations are proven.

Remember to lead by example, if you are slacking as an RP'er then most commonly your members will too; If you cannot do the job that was given to you be honest and come forward.
We'd respect you more that way.

While you're able as Kage to create more ranks, they must be within reason which basically means ya cannot just randomly wake up and decide that you wish to create another, they must be decided and formed within character.
Furthermore, you can only create ranks that utilize existing ranks (ANBU for example are made up Jounin).
Seven
Although no-name NPCs are allowed to be used within the guild, as Kage be responsible over how many and or what rank of military NPCs you provide to your Player Characters. Treat your military as humans and not cannon fodder; NPC or not.
