This is the holding area for the worst of the Soul Society's criminals. The Blood stone takes away all Reiatsu, and only the Captain, Vice-Captain, and Third seat have unlimited Access to this area. The Captain may send a Squad member here for training sometimes to bring up their hand to hand skill. But One of the formentioned people must be present.
