Scenario: You have superpowers and want to leave your city which the government has declared dead and barricaded so nobody can enter or leave
There is a crowd by one of the barricades, protected by riot police.
What do you do?
1. Make yourself visible and attack the riot police so nobody else suffers. You stand a better chance of failing because all heat will be on you.
2. Hide in the crowd and attack the riot police with your powers. The police will be in a frenzy trying to find the attacker leaving less heat for you, but innocent people will suffer.

I'd make myself visible. There's another factor you didn't consider in that choice: when the people there see someone is actually standing up and fighting back, it might rile them up and they too would join in the fight in order to obtain their own freedom.
Being hidden might give you more chance to escape on your own, but being visible gives more chance of a full on revolution.
