I finished up the top tier of my Angela Blanc skirt. Not sure if I should keep it as is, or increase the size of the "feathering". Opinions:

i think it needs more 'feathering, like a nother layer on top of this top layer in strips on the feather shape. it will also help increase the volume around the hips like hte original image

It's already pretty big on my hips with the bustle pads as well. I'm actually thinking of decreasing the volume extensively so that it lays down better and creases.

I'm not really sure how to word this but it feels like something is missing.

The top seemed fine. But for the bottom dress part, I have this feeling it should be thicker or more volume as you put it.

However I could be wrong.

I think you could gather the skirt make it more ruffle-ly (OTL I don't know how to explain this), but since you've sewn it already I guess it'll be troublesome to unpick it ^^; And a pannier would have a nicer poofy effect.

I took some pictures at Otakon with a super small hoop skirt and what I'm going to do is reduce the height about 2-3 inches and use a few full length petticoats and possible an invisible one between the layers for extra puff- as the character herself doesn't use a hoopskirt. It only sticks out huuuuge in one scene (that our group wanted to duplicate) hence the huge hoopskirt.
