Understone is the lookout for the Empire's main base against the Thalmor forces. With the ruins of Nchuand-Zel cleared, the empire took the advantage to use the ruins as a training base for their forces against the Thalmor. They cover it up by hiding the entrance and using excavation crews to convince they're working.
