The stance of each group effects how the city reacts to them. The mayor's office can make immediate action happen but their effects can only last a short period of time. City Hall can pass laws for and against groups. It takes longer to pass laws but their effects last longer than the Mayor's action and don't go away in change of Mayors thus making them harder to over turn. Lastly the citizens of Waken City directly effect how the Mayor and City Hall view each group(unless the Mayor or City Hall become corrupted)
