The outsiders are the clones that came before the main clones you know in love from the storyline. They were clones that didn't work out right with their serum tests. Ashley was not aware of these clones that they were testing. These clones took the serum in its roughest stages and they gained abilities like the super hero siblings you all know but they are not as powerful as they are. They are not perfection like them. Some of these clones escaped the harsh and cruel laboratories where they were locked away like prisoners. They formed their own group figuring they had safety in numbers and named themselves "The Outsiders" figuring themselves as a band of misfits.

They tend to lay low and not cause too much trouble, they are neither heros or villains. They are their own thing. The Outsiders are really the ones that got the short end of the stick. They were side experiments that were done in secret and because of that, they were left with nobody to defend them but themselves. Of course Ashley would have helped them. If she knew about them.

What is worse is the Government figuring the Outsiders a threat to society and not wanting to risk any of their good men, they have told A.I.C that The Outsiders are a threat. They are villains and pose a threat to the society and need to be captured right away. Naturally the famous super hero group, are going to do as the government says, not knowing the real truth behind this abused group.
