Yes, that is correct, people are allowed to create a Nobody character. HOWEVER, in order to do so there are a couple requirements before you do.

1. They must have a character that they have originated from, remember, Nobodies are shells of their former selves.

2. It's not super critical, but at least try to give your nobody character a name with the letter "X", just so it fits the criteria more. If you can't that's fine though.
